Research On The Transformation Mode Of Scientific And Technological Achievements Of New-type Research And Development Institutions In Beijing

As an important bridge between scientific achievements and technical needs,new-type R&D institutions affect the development of science and technology innovation.They could enhance the effectiveness of the national innovation system,optimize the allocation of resources and promote scientific and technological achievements.Influenced by market economy,new-type R&D institutions,a crucial part of regional innovation system,have become the main force of the transformation of scientific and technological achievements in Beijing,strongly supporting the capitalization and industrialization of innovation achievements.Taking new-type R&D institutions in Beijing as the research object,this paper adopts literature materials research method and case study research method on the basis of synergy innovation theory and technology transfer theory.It reviews related concepts,expounds the overall situation of those institutions,and analyzes the features and functions of the participants in the transformation process of the scientific and technological achievements.This paper also studies the specific transformation modes and reveals the key factor of each mode.On this basis,This paper analyzes the problems existing in the transformation mode of scientific and technological achievements.Through the above research,this paper holds that new-type R&D institutions in Beijing entail more support,high-end industry fields and talents and diversified investment entities.It also concludes that participants of the transformation process include owners and carriers of the achievements,the bonding agents and environmental planners and protectors.According to this paper,transformation modes of scientific and technological achievements of new-type R&D institutions in Beijing include public technology platform transformation,R&D OEM transformation and technology invested as capital stock.In the transformation mode of scientific and technological achievements,there is a gap between R&D institutions and enterprises,the development of intermediary service institutions lags behind,and the security system needs to be strengthened.To improve the transformation rate,the paper studies the successful experience of achievements transformation of typical R&D institutions at home and abroad.It then proposes corresponding optimization measures from the aspects of universities and research institutes,enterprises,science and technology intermediary organizations and government.In this way,this paper is hopefully able to provide new ideas and methods for the transformation of scientific and technological achievements of new-type R&D institutions in Beijing.
