Urban renewal project decisions involve multi-stakeholders,multidimensional criteria indicators,and multiple renewal scenarios.There are complex interest relationships among multi-interest groups.It is difficult for some stakeholders' opinions to express.The limitations of decision-making individuals' own knowledge and the inaccuracy of thinking itself will lead to uncertainty in decision-making.In view of this,traditional urban renewal decision-making methods and theories no longer apply.Therefore,this study uses the cloud model and the theory of multi-criteria group decision making to construct a multi-criteria group decision-making index system and model for urban renewal,which fully reflects the appeal of interest groups.The main contents of this research include the following parts.Firstly,the related concepts of urban renewal,multi-criteria group decision-making,cloud model and cloud model basis calculation are defined,which lays a foundation for the decision-making index system and model algorithm construction of the subsequent urban renewal project transformation plan.In addition,it sorts out and analyzes the governance theory,urban governance theory,stakeholder theory,and sustainable development theory,and analyzes its guiding significance for the decision-making of urban renewal project transformation plan,laying a foundation for the subsequent research of the thesis.Secondly,identify the decision criteria indicators for the urban renewal project transformation plan.Based on the relevant literature research,this study summarizes and organizes the decision-making evaluation indicators of the urban renewal project transformation plan,and forms the primary selection of indicators.The expert indicators are used to correct the norm indicators,optimize the decision-making indicator system,and clarify the structure and meaning of the standard indicators.The decision-making index system of the final urban renewal project reconstruction plan includes 20 secondary indicators of five dimensions: building ontology,economic benefit,social support,ecological environment and historical culture.Then,construct the decision indicator system and model of the urban renewal project transformation plan.The cloud model is used to refine and digitize the fuzzy qualitative language information,and the DOMATEL method is used to calculate the weight of the criterion index,and then cloud clustering is performed within the scope of the large group of decision makers.According to the uncertainty,degree of deviation and scale weight of the cluster.Determine the weight of each cluster,that is,the weight of the decision maker.Through the weights of decision makers and the weights of the criteria indicators,the preference information is gathered to obtain the decision results,and the comprehensive ordering of the schemes is realized.On this basis,the specific steps of the algorithm and the structure of the computer program are explained.Finally,empirical research.The urban renewal project of Chaotianmen District of Chongqing City was selected as the research case.The original data was obtained through the questionnaire,and the decision information was transformed into cloud by means of the language scale function.Under the algorithm analysis,the objective weight of each criterion and the weight of the decision maker were calculated.The scheme of the urban renewal project in the gate area is sorted.The calculation results are consistent with the actual results,which verifies the rationality and feasibility of the cloud model multi-criteria large group decision algorithm for urban renewal projects.The results are discussed and the advantages of this method compared to traditional decision methods are analyzed.
