Research On The Problems And Optimizations Of Rural Housing Reform Policy In Chongqing

Housing problem is one of the livelihood issues that people are most concerned about,and the realization of "home ownership" has been our social ideal since ancient times.With the deepening of poverty alleviation,rural poor people have become the focus of our attention.Considering and researching the housing security problem of this kind of people and ensuring the "two not worrying,three guarantees" of the rural poor will help the economic and industrial development of the poor areas and achieve the smooth removal of their hats.This paper chooses the rural dangerous housing reform policy as the key research object,takes the policy formulation and policy implementation as the research content,through consulting literature,individual interviews,questionnaires,data statistics and analysis,strives to accurately grasp the problems and causes of the rural dangerous housing reform in Chongqing,and puts forward targeted countermeasures and suggestions on this basis.Since Chongqing launched the transformation of dangerous houses in rural areas,there have been some changes in the policies concerning the objects,requirements,subsidy standards,process supervision and so on.The number of departments involved in the transformation of dangerous houses in rural areas is increasing,the content of the transformation of dangerous houses in rural areas is more refined,and the identification of the transformation objects is more accurate.However,there are still problems in the current policy of the transformation of dangerous houses in rural areas.The author will conduct a comprehensive discussion on the issues from the aspects of capital,construction,supervision and evaluation.At present,there are some problems in the transformation of rural dangerous houses in Chongqing,such as imperfect policy formulation,insufficient awareness of the policy implementation agencies on the transformation of dangerous houses,irregular selection process,unreasonable use of funds,prominent construction problems and inadequate supervision.There are many reasons affecting this problem,among which the most important are policy propaganda,policy information transmission,professional and technical ability of executing agencies,and the level of poor farmers themselves.Through the analysis of the existing problems and reasons,this paper puts forward targeted policy suggestions: accurate propaganda,strengthening propaganda,establishing a special system,scientific planning,in order to improve farmers' awareness and satisfaction of the policy of renovation of dangerous houses,enhance the participation and standardization of policy implementers,so as to ensure the accurate and effective implementation of the policy.Through the analysis of the housing security policy of the transformation of dangerous houses in rural areas,this paper hopes to find out the problems that need to be improved in the rural housing reform policy in Chongqing,and provide theoretical help and suggestions for the follow-up policy improvement and improvement.To do a good job in the reconstruction of dangerous houses for the poor in rural areas will narrow the gap between urban and rural areas,ensure the well-being of the people and ensure the smooth completion of poverty alleviation by 2020.
