Research On Innovation Efficiency And Influencing Factors Of Beijing-Tianjin-Hebei Electronic Information Enterprises From The Perspective Of Innovation Value Chain

As the representative of strategic emerging industries in China,electronic information industry is the pillar force leading the future social and economic development.Its innovation and development has been highly concerned by the Chinese government authorities.As the third important gathering place of electronic information industry after the Yangtze River Delta and the Pearl River Delta,Beijing-Tianjin-Hebei region has not yet established its industrial foundation,and its R&D strength and marketization ability need to be improved fundamentally.In the special period of "new normal" of China's economy,it is imperative for Beijing-Tianjin-Hebei electronic information industry to coordinate sustainable development,and it is also a new round of innovation strategic opportunity for the adjustment,transformation and upgrading of the electronic information industry structure in Beijing-Tianjin-Hebei.As an important carrier of the development of information industry,electronic information enterprises play a fundamental supporting role in the national economic construction.Therefore,it is urgent to improve the technological innovation ability and innovation efficiency of electronic information enterprises in Beijing,Tianjin and Hebei.Firstly,on the basis of combing the relevant research of innovation efficiency,this paper summarizes the current research perspective and development direction of innovation efficiency.Based on the open innovation theory,value chain theory and efficiency evaluation theory,this paper constructs a two-stage technological innovation model of electronic information enterprises,which lays a foundation for the later efficiency evaluation and influencing factors research.Secondly,based on the panel data of Beijing-Tianjin-Hebei listed electronic information enterprises from 2012 to 2017,the input-output evaluation index system is constructed according to the characteristics of the two stages of innovation generation and innovation transformation,and the two-stage DEA model of shared input correlation is constructed by MATLAB programming software to evaluate the two-stage innovation efficiency of 55 sample electronic information enterprises in Beijing-Tianjin-Hebei.Thirdly,using the stochastic Tobit model and taking the two-stage innovation efficiency of Beijing-Tianjin-Hebei electronic information enterprises as dependent variables,seven factors are selected as independent variables from three aspects: enterprise technological behavior,enterprise main characteristics and enterprise external environment,and the specific mechanism of influencing factors is discussed in two stages: R&D of science and technology and transformation of achievements.Finally,by calculating the innovation efficiency of Beijing-Tianjin-Hebei electronic information enterprises and analyzing the influencing factors,this paper puts forward corresponding countermeasures and suggestions for improving the innovation efficiency of Beijing-Tianjin-Hebei electronic information enterprises in an all-round way from the perspective of industry,enterprise and government.
