Manufacturing industry is an important component of China’s economy and it also takes up a large proportion of China’s total volume of export,It has made tremendous contributions to China’s economic development and international trade. At present,in order to build a strong manufacturing country and promote the construction of Chinese brands,China has adopted a series of policies to stimulate the profits of the manufacturing industry, creating Chinese brands and promoting technological progress.Through studying the direct rebound effect of energy consumption in China’s manufacturing industry,it is learnt can understand that technological progress on the one hand can improve the efficiency of energy use and thus reduce some energy consumption,on the other hand,it will also promote the economic expansion of the manufacturing industry, and thus enlarge the overall scale of the manufacturing industry which leads to an increase in energy consumption. Therefore,it is necessary to accurately and reasonably grasp the limitations of technological advancement,to start from other aspects and reasonably control the direct rebound effect. This article consists mainly of the following aspects:First,by reading the domestic and foreign researches on the rebound effect, the author has found that the theoretical study of the rebound effect in foreign countries is more complete than the domestic one and started earlier, but the empirical research focuses mainly on developed countries. In the meantime, domestic research on the rebound effect has formed a measurement method that conforms to China’s national conditions, but the model of direct rebound effect in the manufacturing industry can be further optimized.Secondly, the statistical characteristics of the current energy consumption in China’s manufacturing industry are described. At the same time, the mechanism of the rebound effect is introduced, which lays a theoretical foundation for establishing the calculation model of rebound effect. Then, based on the C-D production function,a method for calculating the contribution rate of technological progress was established using the Solow residual method. The contribution rate of technological advancement from 1987 to 2014 was calculated using the Pearson Correlation Coefficient test and Ridge Regression, and the energy intensity was calculated using the LMDI method. After decomposing the technical effect value and calculating the above two indexes, the estimated value of the direct rebound effect of the energy consumption in China’s manufacturing industry is calculated based on the definition formula. Finally, according to the estimated energy consumption estimates of manufacturing industry, the direct rebound effect of energy consumption in China’s manufacturing industry fluctuates greatly. The estimated average rebound effect is 56.70%,which is at a relatively high level, and the Tempering Effect was even appeared early in 2001 and 2010.Therefore,the government should comprehensively implement reforms both on technology and the energy price. The government should also support and encourage enterprises to actively carry out technological reforms.Through two pronged approaches---taxation and tax reductions, the direct rebound effect on China’s manufacturing energy consumption will be reduced.
