As a fast and efficient emerging business mode,e-commerce activities are widely used in all walks of life.Since the virtual-high medicine price is a major livelihood problem that plagues our society,our government’s work focuses on the reform of the medical system and encourages the promotion of the new drug retail service model of “Internet + Drug”.The online retail of drugs is the main development direction of the pharmaceutical industry in the future.However,the special attributes of drugs lead to the different characteristics of drug e-commerce from that of ordinary e-commerce.Therefore,it is urgent to build the suitable business model based on the characteristics of drug demand and order fulfillment for the development of drug e-commerce,and it is necessary to solve the operational problems under the new model so as to ensure the smooth development of the drug e-commerce mode.The safety,timeliness and strict logistics of the drugs put forward higher requirements for the fulfillment of drug orders,and the online and offline channel integration can meet the order demand of drug online retail.The new mode of online merge offline involves the collaborative operation of multi-agents.How to split and allocate orders among multi-agents and how to plan the subsequent collection and distribution problems is a complex optimization problem brought by the new model.In view of the difficulties and characteristics of this research,the main research work of this paper is as follows:(1)The research of the drug retail mode of online merge offline.In-depth analysis of the pharmaceutical industry characteristics,relevant policies,the drug e-commerce operation needs and research challenges are conducted.And the framework and operation process of the new model of online merge offline for the online retail of drugs are proposed.Then this paper puts forward relevant policy recommendations for each participant.(2)Analysis of order delivery problems under the drug retail mode of online merge offline.In the context of taking the physical pharmacy as the pre-warehouse of order fulfillment,this paper puts forward the research problem that needs the collaboration of multiple physical pharmacies to complete the order delivery,and then expounds the fulfillment requirements and decision-making process of such orders.What’s more,the analysis of the variable relationship and the coupling relationship of decision-making problems are conducted to clarify the complexity of the problem in modeling and solving.(3)Research on the order delivery optimization model under the drug retail mode of online merge offline.With the objective of minimizing the total cost of order fulfillment and considering the constraints among variables such as inventory,order splitting and collection process,a nonlinear mixed integer optimization model for order splitting and collection distribution that satisfies the order delivery time window is established.(4)Hybrid intelligent algorithm design and case analysis.According to the characteristics of the problem,relevant qualitative rules are designed.Based on the idea of joint optimization,the improved particle swarm optimization algorithm embedding saving algorithm is proposed.Then the relevant examples are designed and solved,which verify the feasibility and effectiveness of the proposed model and algorithm in solving the problem.The research in this paper provides new ideas and methods for the "Internet + Drugs" model,which is conducive to the development of drug e-commerce.Meanwhile,this research can provide decision support for the formulation of multi-agent collaborative order fulfillment scheme and improve the technicality and efficiency of order fulfillment under the new model of online merge offline for the online retail of drugs.In addition,the research results enrich the research content of multi-depot location-routing problem,which has certain enlightening significance for the subsequent research work.
