On February 22,2019,the 13 th collective study of the Political Bureau of the CPC Central Committee was held to improve financial services and preventing financial risks.The topic of the conference is to deepen the understanding of the international and domestic financial situation,correctly grasp the financial essence,balance the relationship between stable growth and risk prevention,accurately and effectively handle the risks in key areas,deepen the reform and opening-up,enhance the economic capacity of financial service entities,and resolutely fight well.Prevent and resolve major risks,including financial risks,and promote the healthy development of China's financial industry,with particular attention to preventing systemic financial risks.Under such a situation,commercial banks need to constantly improve the risk control of credit business and maintain the stability of bank operations.The idea of "emphasizing credit while neglecting management" is prevalent in the risk control of commercial banks in China.Compared with pre-loan investigation and in-loan review,post-loan management is a weak link in the risk control of credit business.The basic business processes of commercial banks can be divided into three stages: pre-loan investigation,in-loan review and post-loan management.For the former two banks,there is a complete set of systems and management processes.Influenced by the traditional concept of "emphasizing credit and neglecting management",many banks have relatively few post-loan management systems and staffing.Bank staff habitually neglect the important role of post-loan management in the duration of loans,making post-loan management a weak point in many banks and a weak link in risk prevention and control of credit business.Based on the research object of Hangzhou Branch of SH Bank of City Commercial Bank,this paper elaborates and collates the current situation of post-loan management of Hangzhou Branch of SH Bank by means of data collection and Research on the basis of consulting relevant knowledge of credit business risk,and then draws out the existing problems of post-loan management of Hangzhou Branch of SH Bank through case analysis;in order to solve the post-loan problems preliminarily,it combines with the reality.In this work,the analytic hierarchy process(AHP)was used to develop the "SH Bank Hangzhou Branch Post-Loan Management System Model",and five typical micro-business customers of the bank were selected to validate the model,and reasonable results were obtained.Finally,according to the case,the paper formulates corresponding improvement measures to provide feasible reference for the follow-up risk prevention and control of SH Bank Hangzhou Branch.
