Urban underground comprehensive pipeline corridor is of great significance to promote new urbanization and enhance the comprehensive function of the city,but the initial construction cost is higher.By involving social capital in the construction of comprehensive corridor in PPP mode,we can not only reduce the financial pressure of the government,but also improve the efficiency of public goods supply and service quality.But at present,the restriction that affects its widespread promotion is that project pricing and government compensation mechanism are not perfect enough.For the PPP project of comprehensive pipeline gallery,the core of benefit distribution is project pricing and government compensation mechanism,which is related to the benefit of the project and social capital and the interests of the public.For the normal operation and promotion of PPP project of comprehensive pipeline gallery,it is urgent to put forward reasonable project pricing and government compensation strategy.Firstly,through the study of the literature on pricing and government compensation of PPP project in comprehensive pipeline galleries at home and abroad,it is concluded that most scholars only consider the balance of interests among pricing decision-makers,but not the difference of decision-making levels.Therefore,a bi-level programming theory is proposed to solve the difference of decision-making levels among pricing decision-makers Question.Secondly,in order to distinguish the decision-making levels of pricing decision-makers,qualitative analysis is used to analyze the influencing factors of pricing decision-making from the perspective of government departments,social capital and pipeline units.Thirteen key influencing factors are screened out,and an index system of influencing factors of pricing decision-making is constructed.Then the Grey-DEMATEL method is used to quantitatively analyze the impact of decision-makers on pricing.It is concluded that the government is the most influential and dominant decision-maker.Combining with the pricing objectives and decision-making relationships of decision-makers,it is concluded that the government is the upper decision-maker,while the social capital and pipeline units are the lower decision-maker.Thirdly,this paper introduces the relevant theories of bilevel programming,and establishes a bilevel programming pricing and government compensation model in which the government aims at maximizing social benefits in upper planning,social capital aims atmaximizing investment returns in lower planning,and pipeline units aim at minimizing costs.The KKT method is used to solve the problem,and the government compensation strategy and social capital pricing strategy are obtained.The research shows that there is an optimal interval between project pricing and government compensation,which makes the benefits optimal.Through sensitivity analysis of the optimal solution,it is found that the impact of each parameter on project pricing and government compensation is different,and the parameters with high sensitivity should be paid attention to,and relevant suggestions are put forward based on the analysis results.Finally,taking the PPP project of Wuhan Guanggu Central City as an example to verify the rationality of the model,quantify the pricing parameters,construct the pricing model and solve it,get the optimal pricing of the project and government compensation,and provide suggestions for the pricing of the project.
