Study On The Characteristics And Influences Of Horizontal Collusion Network In Project Tendering And Bidding

Construction industry is the pillar industry of national economy.Standardizing the competition of construction market has gradually become an important content of economic construction,industrial restructuring,quality improvement and efficiency enhancement in the new era.As the main form of competition in construction market,bidding bears the important mission of organic unity of resource allocation efficiency and efficiency.However,in the process of bidding for construction projects,the phenomenon of horizontal conspiracy bidding characterized by collusion of bidders is prohibited repeatedly,which seriously disturbs the market competition order and becomes the biggest obstacle to the healthy development of the construction industry.The transverse collusion between bidders has the characteristics of illegitimacy,concealment,complexity and organization,which makes it difficult to identify,prevent and manage collusion.In the past,the research on horizontal collusion theory in bidding and tendering of construction engineering mainly focused on the qualitative analysis of the identification,regulation and prevention of collusion behavior.Few researchers think about the operation law of collusion organization and the characteristics of network structure behind collusion bidding from the perspective of system engineering.Therefore,it is particularly important to study the intrinsic characteristics of horizontal collusion network in engineering bidding.This study analyzed the distribution and types of horizontal collusion network characteristics in engineering bidding,explored the key factors of network characteristics affecting collusion revenue,and carried out research by combining theoretical research with empirical analysis and simulation modeling.Firstly,based on conspiracy theory,this paper defines the connotation and types of conspiracy in bidding,introduces the concept of horizontal conspiracy network in engineering bidding by using social network theory,and analyses the individual role and conspiracy relationship in horizontal conspiracy network.Secondly,through text mining of related cases of collusion bidding violations on Chinese Book judgment network,this paper empirically analyses the distribution of horizontal collusion network features in China's engineering bidding and bidding,and obtains three types of network structure types by clustering analysis of the obtained sample network characteristics,and links them with the organizational types of collusion organizations.Then,combined with the theory of complex adaptive system,a simulation model of horizontal collusion network is constructed by using multi-agent simulation method.The behavior subject,variable setting and behavior rules of the subject in the model are defined.The horizontal collusion network in engineering bidding is simulated,and the collusion profit distribution of the horizontal collusion network in different scenarios is simulated.Finally,according to the simulation results,the paper uses regression analysis method to explore the key factors of horizontal collusion network characteristics on Collusion income distribution from three dimensions and six characteristics of network characteristics.The results show that:(1)In the horizontal collusion network,there are mainly organizers,intermediaries and assistants.Different types of participants play different roles in the collusion network.The conspiracy relationship between participants can be divided into strong-weak relationship according to the distribution of conspiracy resources and the irreplaceability of the relationship.The strength of the strong-weak relationship or the strength of the relationship significantly affects the collusion behavior.(2)The overall network density of horizontal collusion network is low,showing sparse network characteristics,low degree of connection among nodes in the network,and strong heterogeneity of individual behavior.The average path length of the network is low,the distance between the individual actors in the network is close,and the connectivity of the relationship is good.Information transmission and resource allocation can be realized quickly in the network.(3)There are three types of structure and three types of organization in horizontal collusion network.(4)The income distribution degree of collusion organization is mainly affected by four key factors of network structure characteristics,scale characteristics and relationship characteristics: cohesion coefficient,the proportion of organizers,average path length and average relationship intensity.The research on the characteristics of horizontal collusion network in engineering bidding enriches the theoretical research in the field of engineering bidding collusion.From the perspective of the internal characteristics of collusion network,it is helpful for the government authorities to observe the development trend of market bad behavior,maintain fair competition and straighten out the market competition mechanism.
