Construction land resources are not only the primary place for human production and life,but also it is the spatial basis for social and economic construction.With the continuous promotion of urbanization,the scale of construction land has been increased rapidly,which may results in high-quality cultivated land resources with ecological space occupied by a large area.Meanwhile,the use of low-efficiency and low-intensity construction land is a common phenomenon.In the future for a long time,the situation of insufficient supply of construction land resources is still extremely serious.The intensity of construction land development mainly reflects the development and utilization of regional construction land,and its carrying capacity for population,economy,society and environment in the region has become a key mean to rationally control the total amount of construction land.In order to ensure sustainable development of the economy and society to improve the quality of new industrialization and urbanization,it is necessary to conduct an in-depth research on the development intensity of construction land.Therefore,this paper uses the development breadth,population capacity,economic density and environmental pressure index to assess the development intensity of construction land.We take Chongqing as a research area,and comprehensively evaluates the development intensity of construction land from 2000 to 2016,exploring the trend of construction land development intensity and the characteristics of time and space.In addition,the driving mechanism of economic development,scientific and technological innovation,resource endowment and other factors on the change of construction land development intensity have been analyzed in Chongqing.Finally,the implementation path of Chongqing's construction land development intensity regulation have been proposed.Based on the above-mentioned studies,the main conclusions are as follows:(1)From 2000 to 2016,the development intensity of construction land in Chongqing have showed an increasing trend,and the annual change of development intensity also experienced a process of "adjusting fluctuations – steadily rising".Meanwhile,the trend of index of various subsystems indicates that the contribution of the increasing of the intensity of construction land development in Chongqing,which was mainly attributed to the sustained economic development and the rapid expansion of construction land.Judging from the comprehensive development index of various districts and counties in 2016,the construction land development intensity index was obvious difference among the districts and counties.The output of scale and economic benefit in most districts(counties)were still few,and the construction land development intensity index was not high.The distribution of each subsystem index in the city was different.Except for the development of the breadth index,the other sections was low,and the indices were relatively concentrated on the various score segments.From the perspective of spatial distribution,the districts(counties)with high development intensity of construction land were mostly distributed in the main city area and the western part of Chongqing,and the districts(counties)with low development intensity of construction land were mostly distributed in the northeastern and southeastern areas of Chongqing.(2)The intensity of construction land development in Chongqing is obviously different in the spite of time and space,showing an expanding trend among the time dimension,and the spatial distribution also presents a certain agglomeration effect.The measure of coefficient of variation,Theil index and Gini coefficient indicates that the regional differences in the intensity of construction land development in Chongqing show a trend of steady expansion.According to the decomposition of the Theil index,comparing the overall trend of the four major regions,it is known that the difference between the groups is the main reason for the expansion of the overall difference,and in the difference between the groups,the difference in the distribution intensity of the construction land in the main city area contributes to the overall difference.It can be judged that the main city area is the main reason for the difference in the development intensity of the construction land in Chongqing.The trend of ? convergence reflects that there is no convergence characteristic of the construction land intensity change in Chongqing and the four major districts,indicating that the regional development imbalance will continue to present an increasing trend with the regional differences of construction land development intensity increased.According to the analysis of spatial characteristics,there is a positive spatial correlation between the development intensity of construction land in various districts and counties in Chongqing.Most districts and counties and neighboring districts and towns show similar spatial cluster characteristics,forming a relatively stable "HH","LL" and "LH" space aggregating state.(3)The analysis of driving factors shows that the change in the intensity of construction land development in Chongqing,which is the result of the combined effects and influences of economic development,population factors,urban development,technological innovation,transportation location,land resource endowment,government regulation and industrial restructuring.In addition,The results of multivariate stepwise regression equations indicate that the change in the intensity of construction land development in the city mainly comes from the four factors,such as,per capita GDP,average fiscal revenue,urban population and industrial structure upgrading.The per capita GDP and industrial structure upgrading have a positive driving effect,and the average fiscal revenue and urban population have a negative driving effect,which shows that the increase of per capita GDP and the upgrading of industrial structure can promote the development intensity of construction land in Chongqing,and the increase of average fiscal revenue and urban population can alleviate this expansion trend.The core driving mechanisms for the change in the intensity of construction land development in different regions are also different.Among the four major districts in the city,the expenditure on education and science and technology,the number of employees in the second and third industries,the rate of urbanization,the proportion of local fiscal expenditure to GDP,the urban population and the per capita arable land area are the main changes in the development intensity of construction land in the main city area.Driving factors,such as,average fiscal revenue,fiscal expenditure as a percentage of GDP,urbanization rate and per capita arable land area are the main driving factors for the change of construction land development intensity in the western Chongqing area.Per capita GDP,GDP per capita,the number of employees of the second and third industries,urbanization rate and per capita arable land area are the main driving factors for the change of construction land development intensity in the northeastern part of Chongqing.The average fiscal revenue,urban population and fiscal expenditure account for GDP.The proportion is the main driving factor for the change in the intensity of construction land development in the southeastern part of Chongqing.(4)Based on the analysis of the trend of construction land development intensity,time and space difference and driving mechanism,the implementation path of Chongqing construction land development intensity regulation is proposed.It is divided into the following five aspects: one method is to revitalize inefficient stock of land and promote the intensive use of construction land;the second method is to change the mode of economic development and strictly control the scale of construction land expansion;the third is to strengthen the construction of urban system and guide the rational growth of urban land use;the fourth method is to implement regional differences and control to develop differentiated management and control objectives;the fifth method is to improve relevant policy systems to ensure the effective completion of management and control objectives.
