| The upgrading of industrial clusters needs to take advantage of the overall advantages.The enhancement of cluster competitive advantage is not only closely related to the innovation and development of each enterprise,but also inseparable from the upgrading of the overall function of the network connected with other nodes.Cluster innovation network connects all nodal enterprises,plays a role of risk sharing and technology complementation in innovation activities,and has an important influence on the implementation of innovation strategy of cluster enterprises and the play of cluster resource advantages.In the face of the urgent need for industrial clusters in China to change the low-end link of the value chain,it is of great significance to actively explore innovation-driven cluster upgrading and development mode.To this end,we actively explore the characteristics and network structure characteristics of innovation network,discusses the new train of thought on the development of the cluster to upgrade,so as to speed up the cluster upgrading transformation at present,because the government fiscal and tax policy has a profound influence on the relationship between,thus exploring the innovation fund and tax cuts in the relationship between the regulating effect,upgrade for the cluster development solve the dilemma,give the rationalization suggestion to improve its strength.Firstly,to the predicament of development in the existing cluster as the background,combined with the pattern of economic development of the innovation as means,by collecting relevant literatures and from the perspective of value chain promotion and innovation drive,the theory of cluster upgrading and development was preliminarily understood,and the structure and network characteristics of innovation network were preliminarily understood,and its content was described and summarized in detail to further clarify the research idea of this paper.Secondly,the concept of active capability of innovation network is put forward,and its specific meaning is described in detail.Combined with the essence of upgrading innovation capacity of cluster,the influence relationship between the two is further clarified,and the conceptual model of the relationship between active capability of innovation network and upgrading of industrial cluster is constructed.After the evaluation indexes of the two are established,the research hypothesis of this paper is put forward based on the influence relationship of each variable.Then,the relationship between the active capability of innovation network and the upgrading of industrial clusters is empirically studied.38 software park industrial clusters in Beijing,Tianjin and Zhejiang were selected as the research samples.SPSS17.0 was used to test the relationship between the active capability of innovation network and the upgrading of industrial clusters,and the hypothesis was verified.At the same time,the paper studies the influence of innovation fund and tax preference as moderating variables in their relationship.Finally,combined with the improvement of the active capability of innovation network and innovation support policies,Suggestions are put forward for the upgrading and development of industrial clusters from five aspects,namely,strengthening the innovation guidance of enterprises,accelerating the construction of public service institutions,promoting the combination of industry,education and research,establishing an open cluster innovation network and improving fiscal and tax policies. |
