Research On PPP Mode Selection Of Urban Infrastructure Project

Choosing suitable financing methods for urban infrastructure can rationally allocate resources,improve the quality and efficiency of distribution,promote the process of urbanization and promote economic development.In order to meet the public's growing demand for urban infrastructure,the government at all levels in our country is now vigorously promoting the PPP model.However,how to determine the PPP model for what kind of project and different projects suitable for what kind of choice path.The formation of each project's specific PPP model is received more and more attention.At the same time,this is also the main issue of this thesis.The concept of urban infrastructure and the financing model are briefly introduced.In order to analyze and solve this problem,this thesis firstly analyzes the necessity of introducing PPP into urban infrastructure projects in China.Then it is explaining the theory,development status and application of PPP at home and abroad.On this basis,we use the method of game and qualitative research to select the path of PPP model in urban infrastructure projects.Second,based on the four major types of outsourcing model,franchising model,government leaseback,repurchase model and privatization model,it is constructed a static game model of mixed strategy involving both government and enterprise.When the game equilibrium is reached,the strategy combination and the maximum utility of each party are obtained.Then the results were analyzed from the government,the private sector and society.Based on the project's risk and benefit characteristics,the selection model of PPP is obtained.On this basis,we build a three-dimensional framework of the control of franchise,ownership allocation and the degree of cooperation between the public and the private,and come up with the choice path of PPP mode.Finally,the above research results are validated according to the actual application of the PPP model of urban infrastructure projects and the case of the new airport line of Beijing.Thus how to choose the optimal route for different urban infrastructure projects according to the specific characteristics of PPP and how to choose the most suitable PPP mode.And how to choose the optimal path for different urban infrastructure projects according to the specific characteristics of PPP is figured out.Providing advice and decision support for governments and the private sector when choosing a PPP model for the project.
