Evaluation Of Land Intensive Use In Jingyue Development Zone Of Changchun City

Along with the acceleration of industrialization and urbanization,the restriction of resource scarcity on social and economic development is becoming more and more prominent,among which "land resources" is very important.On the one side is China's economic and social development land demand is exuberant,all kinds of construction land demand for land resources is increasing;On the other side is to ensure China's food security,-and adhere to the billion mu of cultivated land red line.It can be seen that the scarcity of land resources and the limited supply of urban construction have become one of the important factors restricting the development of urban economy.How to use the limited land resources to create the maximum output,-and to improve the land intensive utilization rate as far as possible is the main problem that urban land is facing at present.The most direct embodiment of the city's economic development and economic spatial structure is the development zone,which is not only an important driving force and main carrier of the development of a city,but also a special urban space and an important pole core to promote the economic development of the city.As the fourth batch of state-level high-tech industrial development zones,Jingyue development zone is unique in ecological conditions and rich in innovative scientific and technological resources,but at the same time it is facing the problem of land resources shortage and no land to develop.The degree of land intensive utilization in this area will directly affect the development direction and economic development of the whole regional industry.Therefore,through the collection and collation of the planning data of the net monthly development zone and the data of the land use condition in 2016 and 2017,this paper constructs the index system from 15 indexes,such as land use status,land use benefit and management performance,from three aspects.Then the weight value of each index is calculated by analytic hierarchy process,and the ideal value is determined by three methods,such as target value method,empirical reference method and expert consultation method.Finally,the land concentration score is calculated by the ideal value,the present value and the weight value,and the evaluation and development potential of Jingyue development zone are measured.According to the evaluation results of land intensive utilization in the clean-Moon development zone,the following policy suggestions are put forward: to maintain economic growth and promote "innovative eco-city",to implement concrete measures to achieve low-utility redevelopment,to establish the evaluation mechanism of land intensive utilization in development zones,to standardize the behavior of land use,and to scientifically formulate land use standards,We should strengthen land use approval and supervision throughout the process,enhance government macro-control,and promote the rational use of regional land.
