Study On The Development Of Rural Industry In Heilongjiang Province From The Perspective Of Rural Revitalization Strategy

In 2017,the report of the Nineteenth National Congress of the Communist Party of China put forward the strategy of Rural Revitalization for the first time,and explained the path of its realization.The report pointed out that the implementation of the strategy of Rural Revitalization should be carried out in accordance with the general requirements of "industrial prosperity,ecological livability,rural culture,effective governance and prosperity of life",and industrial prosperity was put in the first place.During the two sessions of 2018,General Secretary Xi Jinping participated in the deliberations of the Shandong delegation and put forward that rural revitalization includes industrial revitalization,talent revitalization,cultural revitalization,ecological revitalization and organization.The overall revitalization of the revitalization,industrial revitalization is put in the first place.This also fully illustrates that the implementation of the strategy of Rural Revitalization should adhere to the priority of industrial development.Industrial prosperity is the basis of increasing farmers' income,agricultural development and rural prosperity.Although the strategy of Rural Revitalization involves all aspects of rural areas,only by realizing the "industrial prosperity" in rural areas can we maximize the attraction of human,material and financial resources and provide strong support for the overall rural revitalization.If the development of the countryside leaves the industrial support,then the revitalization of the countryside can only be reduced to empty talk.Therefore,in order to implement the strategy of rural revitalization,we must fully recognize the importance of rural industrial development and thoroughly and systematically study the main content and realization path of "industrial prosperity".in this context,this paper chooses Heilongjiang Province,a major agricultural province,as the research object.Based on the analysis of the practice and theory of rural industry construction at home and abroad,and through the investigation and analysis of the development of rural industry in Heilongjiang Province,this paper first summarizes the progress made in promoting the revitalization of rural industry and the favorable conditions for rural industrial development.Secondly,the existing problems and causes are analyzed in detail.Then,through the establishment of an index evaluation system,thedevelopment status of rural industry in Heilongjiang Province is analyzed and studied.Finally,according to the above analysis and research,the paper puts forward the industrial development mechanism and the path to realize the revitalization of rural industry in Heilongjiang.
