Heilongjiang province is an important heavy industrial base, Due to the state of "citydeflection" policy making various kinds of social resources, the main funds and materialshave moved to the city, resulting in the solidification of two structure in urban and rural areas.After the reform and opening-up policy, Heilongjiang Province as our country’s importantcommodity grain production base as well as China’s economic development resources base.Has been implemented the policy In the rural development of agriculture, the City IndustrialDevelopment, it has wideninged gap between town and country. The two structure in urbanand rural areas has seriously hindered the rapid and stable economic development inHeilongjiang Province. Therefore, study on Heilongjiang province from the macro and mesoperspective of balancing urban and rural development, to evaluate the degree of developmentand to reveal the urban and rural space development in Heilongjiang Province, and providetheoretical and practical basis for the future regional development of Heilongjiang Province,at the same time similar has important theoretical and practical significance for thecoordinated development of urban and rural of Heilongjiang province and province.The paper takes urban-rural coordinating development as the main thread, bases onanthropogeography, economics, sociology and the theory of regional sustainable developmentand related theory as the guide. Based on the research status and existing problems, to explore every region’s the direction of development by the characteristics of each of the target cities.
