Research On The Existing Problems And Countermeasures Of The Social Pension Insurance System For Urban And Rural Residents In Liaoning Province

The report of the 19 th national congress of the communist party of China clearly stated that we should strengthen the construction of the social security system and,in accordance with the requirements of making minimum allowances,weaving dense networks and building mechanisms,complete the building of a multi-level social security system that covers the whole people,coordinates urban and rural development,has clear rights and responsibilities,and provides adequate and sustainable social security.The overall planning of urban and rural areas is an important strategic arrangement and the ultimate goal of improving people’s livelihood and building a social security system.In the current context of building a moderately prosperous society in an all-round way,aging population and targeted poverty alleviation,how to improve the pooling level of endowment insurance and realize the overall development of social endowment insurance for urban and rural residents has been the key issue to guarantee and improve people’s livelihood.As a heavy industry base in northeast China and a strong agricultural province,liaoning province promotes the overall development of the social endowment insurance system for urban and rural residents,which is of great significance to the social security work for the large urban and agricultural population in liaoning province.In recent years,liaoning province has basically realized the full coverage of the urban and rural social endowment insurance system,and its social security capability has been improved,with certain regional development characteristics.However,liaoning province is still in the initial operation stage of urban and rural endowment insurance system.Specifically,such problems as "fragmentation" of institutional connection,insufficient fund pooling level,complex management system and poor service level lead to different old-age security benefits for urban and rural residents.Only by strengthening the construction of the urban-rural endowment insurance system in liaoning province can we steadily realize the coordinated development of the social security construction in liaoning province,promote the urban-rural integration construction,and lay a solid foundation for targeted poverty alleviation and building a well-off society in an all-round way.On the basis of marxist social security theory and welfare economics theory,this paper sorts out and summarizes the development process and status quo of the endowment insurance for urban and rural residents in liaoning province,and deeply analyzes the problems in the implementation of the endowment insurance system for urban and rural residents,this is mainly reflected in the unsmooth coordination of the system,the low level of pension security,the difficulty in maintaining and increasing the value of the fund operation and the insufficient service ability of the handling personnel,the main influencing factors are the unsatisfactory effect of system integration,the insufficient incentive system of insurance participation,the "dualism" of urban and rural development structure and the unsound management system.And by means of comparative analysis,literature research,data analysis,to absorb and draw lessons from Germany,Japan,Chile,the three countries "the autonomy" Labour pension mode,"multi-pillar" pension mode,"fund self-management" pension model and three areas in Beijing,chongqing,wuxi balance urban and rural residents on social endowment insurance reform experience,put forward to improve the overall urban and rural residents in liaoning province countermeasures and Suggestions of endowment insurance system,further promote the integration of urban and rural development and building the social security system in liaoning province.
