With the continuous advancement of the state's poverty alleviation policy,the number of poor groups has been effectively controlled,and the number of people with low and middle incomes has begun to grow and become the most important group in China.These people have devoted their lives to the development of cities,ranging from construction to construction.From small to numerous services,they can be seen everywhere,and it is their hard work that makes cities better.Driven by China's inherent sense of property rights,these groups hope to live in cities that have struggled for many years.There is a set of their own housing,but high housing prices make it impossible for them to purchase commercial housing through their own economic ability.They also do not qualify for the government's public housing welfare policy and can only hope for "housing".In order to solve the housing problem of this group of people,the government has implemented joint property rights housing in several cities to reduce the economic pressure on home buyers by buying houses together with individuals,so as to meet the desire of the "sandwich" group to purchase houses.Buyers who spend at least 30 % less than commercial housing can enjoy the same price of housing,but also can share the housing premium income brought about by China's economic development,so it has been supported by the general public.With the implementation of the common property protection housing in various cities,many problems have been exposed,the government construction funds are lacking,the construction quality is not up to standard,the developer's willingness to participate is not strong,the construction quantity cannot meet the local needs,and the supporting facilities are not perfect.Problems such as remoteness have greatly eroded the enthusiasm of buyers.Therefore,in order to improve China's affordable housing system,play the role of the public welfare housing to benefit the people,and meet the housing needs of the "sandwich" group,these issues need to be resolved in a timely manner.In recent years,the government has strongly supported the participation of private capital in the construction and investment of affordable housing.The Notice on Encouraging Private Capital to Participate in the Construction of Safe Housing Projects points out that it supports and effectively leads private capital to participate in affordable housing through various means.In the course of construction,the advantages of private capital will be maximized.Therefore,under the guidance of the policy,this paper discusses the introduction of private capital in the field of shared property protection housing,and the construction and operation of public security housing through the PPP model to improve the efficiency and quality of construction.In anticipation,we can solve the existing problems.This paper first summarizes and summarizes the relevant researches on the affordable housing,the common property protection housing and the PPP model in the academic circles.Under the guidance of relevant theories,the key points of the PPP model of the shared property protection housing are expounded.The participating entities involved in the PPP project of the affordable housing,analyze the mutual relationship among the projects,and establish a game model between the participating entities to explore the feasibility of introducing the PPP model in the joint property security housing project;The characteristics of the house and the core elements of the PPP operation mode define three PPP modes of operation suitable for China's shared property security housing project,compare and analyze the transaction structure under different operation modes,and then build the common ownership from the risk sharing mechanism and benefit distribution mechanism.The operation process of the PPP project of property rights protection house;finally,through the case analysis,the problems existing in the current construction mode of the common property rights protection house in China,and the application of the PPP model to the joint property security housing project in China,from the perspective of investment income,demonstrate the construction and operation of the PPP model.Whether the joint property protection housing project is In the original model,can we better solve the existing problems and identify the risks involved in the process of building and operating the PPP model in China from the perspective of risk sharing,and establish the risk sharing mechanism? Under the premise of reasonable allocation of risks and put forward corresponding preventive measures;Finally,the countermeasures and suggestions for the introduction of PPP mode in China's current shared property security housing project are proposed.
