U.s. Housing Security Mode Of Operation And The Enlightenment

Residence right is a basic right and need of mankind. The house not only has the merchandise property, but also has the social property. Under market economy conditions, the market is unable to provide housing to all residents, in these areas, housing problems associated with social issues as poverty, crime, social norms and social moral decline and so on, not only endanger the health of residents, but also would undermine the entire city's social stability.After 30 years of development, as housing market is growing up, housing system of our country exposed the issues that development slow of local and other come to a halt, with prices soaring all over, difficult problem of housing for low-income families is to be more prominent. This makes it to be necessary that the development of China's housing industry has to down market and security of two tracks in the future. Then, how to coordinate both and how to operate Housing security mode in efficient is the problem that is urgent to address in the next step of the housing security work.Western developed countries have been looked low-income housing problem as important issues of city development planning, thus, the study of low-income housing policy was carried out earlier and accumulated many successful experiences, of witch, the United States is the most prominent. The United States has established suitable Housing security mode of operation of their own, and achieved good social effects. Learn from their successful experiences to improve our country's housing security system will be the contents of this paper.on the basis of summing up the results of previous studies ,this paper to do the following work: First of all, introduce the concept and the basic theory of housing security related, in particular, to define the the concept of Housing security mode of operation,that pave the below studing way; Second, detailedly introduced development and evolution of housing security policy of the United States, and divided all the housing security policy at different stages into protection mode of operation to increase supply model and to stimulate demand model, an analysis of the characteristics of each model and the resultsof implementation,summed up the experience and lessons of housing security of United States; next, discussed Housing security mode of operation of our country and the problem in implementation; Finally, suggest the following proposals to improve Housing security mode of operation of our country: First, should clarify the relationship of the government and the market in the field of housing security ,should be based on the Government as the main body, market-oriented; second, to look stimulate demand model as a preferred mode of Housing security mode of operation, stimulate demand model at a lower success rate when come to consider the availability of increase supply models ,and give the corresponding selection rules; Third, should improve the housing security matching system, set up the dynamic adjustment mechanism, and constitute a sound legal system of housing security.
