We can say that the residents living in the old abandoned house do really have a house, however they don’t live comfortably.Housing is kind of social security which is provided by the country and society aiming at offering help to citizens who have difficulties in achieving a house. It’s a protection for the housing right. And it’s the basic living right of citizens. The housing right is a kind of right from which citizens can acquire the adequate housing, not only in the amount, but also in the quality. However, in China, the housing system only emphasis on the amount, ignoring the need of quality.This paper analysis the nature of the property management of the old abandoned house. We discuss the reasonableness and necessity of including the management of the old abandoned houses. And then we try to expand the connotation of housing.This paper take the welfare type of property management in ShenHedistrict as an example and deeply analysis the origin, the framework of management and the relationship between the subjects. At the same time, we conclude the cultural benefit, environmental benefit and social benefit it has produced. As to the current problem it has, we also propose a lot of rational suggestions, hoping that this paper would do something good for the expanding of the welfare type of property management and provide more advises for the protection of the residents’ housing rights who are still living in the old abandoned house.
