On The Dilemma Of Economic Development In The Old Industrial Base Of Northeast China And Countermeasures

Since the founding of the People's Republic of China,the Three Northeastern provinces has made historic contributions to the construction of an independent industrial system for the new China.As the reform and opening up and the marketization system make progress gradually,the Three Northeastern provinces in the long-term planned economic system emerges the accumulation of problems and contradictions gradually,and economic growth is also stalled in the state.For this reason,since the year of 2003,the government has introduced a number of policy measures,the introduction of "on the implementation of the northeast region and other old industrial bases revitalization strategy a number of opinions",officially opened the prelude to revitalize the northeast,in a wide range of joint efforts,the Three Northeastern provinces of the economy has recovered.However,with the gradual release of the policy effect is completed,the way of economic growth,led by the state-owned economy and driven by investment,is difficult to continue,the Three Northeastern provinces is weak again,The economic indicators also showed a ladder-like downward trend,in 2015,Liaoning,Jilin,Heilongjiang provinces,respectively,the economic growth rate of3.0%,6.5%,5.7%,are listed in the last five of the whole country,Liaoning ranked the last bit.The dilemma of economic development in Northeast China has become a bottleneck restricting the coordinated development and comprehensive revitalization of China's regional economy.On the basis of elaborating the research background and significance of the economic transformation and development of the Northeast Old Industrial Base,this paper analyzes the current situation of the economic and social development of the Three Northeastern Provinces,and has carried on the comprehensive understanding to its basic situation,the GDP,the proportion of the three industries to GDP and the contribution rate,financial revenue and expenditure,investment in fixed assets,import and export trade as well as state-owned enterprise development and environment,resources and so on;on this basis,it analyzes the exposed surface problems and fundamental problems in the development of the northeast of the old industrial base;and combing for reference the successful mode and experience of the development of old industrial bases at home and abroad,and finally put forward some suggestions on how to promote the economic transformation and development of the Northeast Old Industrial Base,and hope that this article can provide important reference value for the revitalization of the Old Industrial Base in Northeast China.The main contents of this paper:The first chapter: Introduction,including the background and significance of the study of economic transformation in the northeast old industrial base,the definition of related concepts,the research objectives and contents,the research methods and the innovation andshortcomings of the research.The second chapter: Related Theoretical Studies.Including domestic and foreign related literature review research,regional economic theory research and state-owned mixed ownership reform theory research.The third chapter: Analysis of the status quo of the northeast old industrial base,the present situation analysis includes the three northeastern provinces,the industrial structure,the financial revenue and expenditure,the social fixed assets investment,the opening degree,the environment and the resources,the human resources,the scientific research input and the innovation ability,State-owned enterprises operating conditions.The fourth chapter: Analysis of the problems existing in the northeast old industrial base,the problems include regional economic development imbalance,single industrial structure,lack of industrial cluster competitiveness,lack of enterprise innovation ability,large proportion of state-owned economy,labor shortage,population aging Serious,lack of natural resources,serious environmental pollution,government departments dereliction of duty.The fifth chapter: The successful experience of the adjustment and transformation of the old industrial base,including the successful experience of the adjustment and transformation of the old industrial base abroad and the successful experience of the adjustment and transformation of the old industrial base in China.The sixth chapter: Suggested countermeasures,mainly from the perspective of economic transformation,how to better promote the revitalization of the Northeast economy.Including how to technological innovation as the fundamental driving force to promote the upgrading of industrial structure,how to market the leading mechanism to deepen the state-owned enterprises mixed ownership reform.
