Research On The Innovation-driven Development Of Northeast Traditional Industrial Base

During the decades,the three northeastern provinces became the "cradle of Chinese industry" with vast expanse of black earth,abundant forests,coal,oil resources and strong industrial basesince the founding of New China,which was revered as "the eldest son of the industrial industry" for our country to quickly build an independent,complete industrial system that has made important contributions.After the reform and opening up,along with the planned economy to the market economy,the depletion of some resource-based urban resources and the decline of the traditional industries of the old industrial cities,the northeast economy was in trouble,known as the "northeast phenomenon." In 2003,the state implemented the revitalization of the northeast old industrial base strategy and so will the rapid development of the three northeastern provinces and the average annual growth rate of more than 12% in the next ten years.However,the rapid growth of the total economic output did not bring about the transformation of the mode of development.Instead,the northeast region still maintained a factor-driven economic development as the main driving force for the development model.Since 2013,the northeastern region of economic growth in the doldrums,the three provinces growth rate below the reasonable interval.Cultivating new growth momentum and achieving innovation development in Northeast China,could revitalize the development of the top priority for the northeast industrial base.As for the northeast old industrial base innovation-driven development,the existing research has made some progress,for further research laid a good foundation.But it should also be noted that the relevant research in the theoretical construction,research methods and policy recommendations are obvious deficiencies.This paper attempts to construct the research framework of the innovation and development of the northeast old industrial base according to the theory of Marxist innovation economy,the theory of regional innovation system and the theory of regional economic development through scientific analysis methods such as theoretical analysis,empirical analysis and case analysis.To discuss the northeast old industrial base innovation-driven,the development of the status quo,problems and implementation path will be shown.This paper is based on the theoretical analysis and empirical analysis,from the macro,medium and micro perspectives to build the northeast old industrial base in terms of the innovation-driven development of the theoretical basis,realistic constraints,and theoretical analysis as the guidance and the empirical analysis as the basis for the development of northeast old industrial base innovation-driven path.This paper mainly covers the following contents:the basic theory of innovation-driven development research;the necessity and feasibility study of the innovation transformation of the northeast old industrial base;the system and mechanism design of the northeast old industrial base innovation transformation;the northeast old industrial base innovation ecological system construction;research on the allocation of elements in the transformation of the old industry in Northeast China and its path and policy.These studies involve both theoretical and methodological research,such as regional innovation-driven development theory research,regional industrial innovation and development research,enterprise innovation-driven development theory,regional innovation-driven development level evaluation method research.This paper also related to the empirical study:the northeast old industrial base innovation ability,innovation efficiency,and innovation on the driving force of economic growth and other empirical analysis of the status quo;northeast old industrial city innovation driven the development of typical case studies.The structure of this paper is as follows:Introduction is the first part,and this part mainly introduces the background and research significance of this study.On the basis of combing the existing literature,this paper summed up the existing research blind spots and shortcomings.The development of this research focus,research methods and research content,introduce the innovation and shortcomings of this paper.The second chapter is the origin and analysis framework of innovation-driven development theory.This chapter aims to sort out the theory of innovation and the theory of innovation-driven development,and to clarify the context of innovation-driven development theory,provide the theoretical basis for the article,and explore the influencing factors of regional innovation-driven development from micro,medium and macro.This chapter points out that the innovation and development of innovation in the region need to consider both internal and external factors,namely,the innovation ability of the innovation body in the region and the external innovation environment faced by the region.These two aspects constitute the set of factors that affect the innovation of regional industrial development of the logical framework of the analysis.The third chapter is the northeast old industrial base innovation-driven the development status quo and the problem.Based on the single index and the empirical analysis method such as data envelopment analysis,factor analysis and Solow residual value,this chapter compares the innovation ability and level of innovation in Northeast China,and provides the basis for the analysis of innovation driving problem in Northeast China.Through analysis,this chapter believes that the Northeast region to achieve innovation-driven development is still a long way to go.It is necessary to dialectically view the opportunities and challenges faced by the innovation-driven development in Northeast China.On the one hand,the innovation-driven development strategy in Northeast China is not only necessary but also feasible.On the other hand,the northeastern region is optimized for innovation-driven development and industrial transformation Environment,enhance the quality and level of industrial development,enhance the innovation and competitiveness of industrial development,and realize the development of industrial innovation,still faces many constraints and problems to be solved urgently.The fourth chapter is the dynamic and institutional mechanism of the innovation and development of the northeast old industrial base.This chapter discusses the institutional environment,economic development and location environment of the innovation and development of the northeast old industrial base from the macroscopic point of view,and analyzes the dynamic and dynamic transformation mechanism of the innovation and development of the northeast old industrial base.This chapter argues that the lagging behind the implementation of the innovation-driven development strategy in the northeast old industrial base mainly includes the industrial structure,the ownership structure,the factor investment,the enterprises and foreign-invested enterprises are the main micro-forces of the northeast old industrial base to achieve innovation-driven development.While developing the entrepreneurial economy and stimulating the vitality of private enterprises,we will deepen the structural reform of the supply side of the state-owned enterprises,improve the innovation capability and efficiency of the state-owned enterprises,and exert the knowledge and technology spillover effects of foreign-invested enterprises,is to cultivate the northeast old industrial base innovation drive the development of micro-power the only way.The sixth chapter is the key factor and support system of the innovation and development of the northeast old industrial base.Reasonable allocation of innovative elements is an effective combination of resources related to innovation,is to support innovative human,material and financial combination of the mechanism.This chapter studies the elements of talent,the elements of capital and its support system,and examines the impetus of innovative elements and support system to realize the innovation-driven development of the northeast old industrial base.This chapter argues that the shortage of talent and capital is an important bottleneck restricting the innovation and development of the northeast old industrial base.It is necessary to perfect the innovation-driven development support system,accelerate the reform of innovative talents and encourage the reform and guarantee the supply of innovative capital and efficient allocation.Chapter 7 is the path and strategy choice of the innovation-driven development of the northeast old industrial base.Based on the comprehensive analysis of the restrictive factors and the guarantee mechanism of the northeast old industrial base,this chapter gives the path and strategy choice of the northeast old industrial base to realize the innovation driven development.The northeast old industrial base to
