| Jiangsu Province is known as the "land of fish and rice" and is one of the major rice producing provinces in China.The rice industry has a prominent position there.Due to long-term focus on high-yield breeding and neglecting the improvement of rice quality,rice in Jiangsu is generally poorly tasted and has been at the low end of the market.In April 2019,the Agricultural and Rural Affairs Department of Jiangsu Province issued the "Development Plan and Special Action Plan for the Specialized Industry of Modern Agriculture QualityImprovement and Efficiency Project(2018-2022)",clearly establishing the rice industry as one of the eight "hundred billion level" featured industries of Jiangsu,which provides an important opportunity for the rapid development of Jiangsu’s high-quality rice industry.This study summarizes the latest developments in six areas affecting the development of the rice industry in Jiangsu.On this basis,it discusses related issues and puts forward the strategy of building Jiangsu high-quality rice brand,hoping to provide a reference for the relevant management departments to formulate industrial development policies.The specific results and recommendations are as follows:1.Rice planting area and regional distribution in Jiangsu:The area of rice in Jiangsu can be maintained at around 33 million mu,of which japonica rice accounts for more than 85%,but the area has decreased in the last two years,and the area of japonica rice has increased;japonica rice is mainly late maturity Japonica rice and medium maturity Japonica rice,which are distributed in the cities and counties of middle and north Jiangsu.Indica rice is mainly planted in Huai’an,Suqian,and Xuzhou.The total area of indica rice varies greatly from year to year,with the largest area of 4.38 million mu in 2018.Current status of rice breeding in major enterprises and institutions in Jiangsu:There are at least 85 units participating in the trial evaluation of new rice varieties in the province from 2018 to 2019;the breeding capacity of conventional japonica rice is strong,and the conventional japonica rice varieties in the past 10 years are basically bred by provincial units.However,there are fewer units engaged in indica hybrid rice breeding.Breeding,popularization,and application of high-quality rice varieties in recent years:The proportion of quality grade I and grade ii varieties approved from 2008 to 2019 is low,especially the quality grade I,there are only 6 varieties in total,accounting for less than 3%,The indica rice varieties have not reached the quality grade I,indicating that the breeding ability of the province needs to be improved.After 2013,the promotion area of high-quality rice varieties showed a continuous decline,replaced by the promotion area of high-quality edible rice varieties increased significantly,and even the phenomenon of mark-up purchase by rice processing enterprises,which showed that the rice market was more in pursuit of high-quality edible rice.2.Jiangsu rice processing enterprises situations:As of 2017,there are at least 1,118 enterprises registered in the province mainly engaged in rice processing and sales.In addition,according to the information of Jiangsu’s agricultural leading enterprises in 2019,there are 105 medium and large rice enterprises in the province.Most of them are located in Suzhong and North Jiangsu,especially in Huai’an,Suqian,and Yancheng;all leading enterprises have strong rice processing and storage capacity.Main rice brand construction situation:The existing rice brands in the province can be summarized into three major types,namely rice brands based on geographical indications,local rice brands,corporate brands,and brands based on variety names,cultivation techniques,and other signs information;in general,There are a large number of brands,and there are few big brands or well-known brands;Huai’an has the largest number of rice brands.In terms of the soft power related to the development of high-quality rice industry,Jiangsu has obvious advantages.It has 3 high-level colleges and universities involved in rice production and processing in China,which can provide a lasting motive force for the development of Jiangsu high-quality rice industry.It is difficult for other provinces and cities in China to compare.In addition,Jiangsu has a good geographical location,and the surrounding consumer market and logistics advantages are obvious,which is suitable for vigorously developing a high-quality rice industry.3.Based on the above results,the discussion believes that there are still three problems in the development of high-quality rice industry in Jiangsu,namely:first,the planned planting area of high-quality indica rice is relatively small.It is suggested to increase the planning of high-quality indica rice area in the medium maturity Japonica rice area in northern Jiangsu.Second,the breeding of good rice varieties with good appearance and good taste and related theoretical research have not been paid much attention.It is suggested that the relevant scientific and technological management departments should strengthen the scientific and technological research and development in this field.Third,rice companies have merged and reorganized and become bigger and stronger,lacking policy guidance,and it is recommended to support and guide them from local policies.In the creation of high-quality brand-name,it is recommended to "government guide and formulate industrial planning layout and marketing objectives;technology leadership,accelerate the research and development of high-quality varieties and characteristic varieties of multiple traits;accelerate scale operation and strengthen brand creation;strengthen the development of multi-field integration" Five aspects to create and enhance the Sumi brand,and promote the development of Jiangsu high-quality rice industry.
