The Party's "Nineteenth National Congress" report proposed that innovation is the primary driving force for development and strategic support for the construction of a modern economic system.To implement innovation-driven development strategies vigorously and play a role in the support and driving of science and technology for the economy,it is necessary to solve the problem of transformation of scientific and technological achievements.Accelerating the development of science and technology service industry(abbreviated as “STSI”)is an important measure to promote the transformation of scientific and technological achievements and promote the deep integration of science and technology and economy.At present,innovation drive has become a new engine for the transformation and development of resource-based economy in Shanxi province,but the low efficiency of scientific and technological achievements conversion has always been a "bottleneck" that restricts innovation-driven development.It is imperative to promote technology transfer and transformation of results by improving the level of development of STSI in Shanxi province.Therefore,this paper evaluates the development level of STSI under the background of innovation driven in Shanxi province,finds out the inadequacies and proposes corresponding countermeasures.It not only can expand and enrich the theory related to the development evaluation of STSI,but also can improve the development level of STSI,and improve transformation of achievements and provide a valuable decision-making reference for the transformation and development of Shanxi province.This paper researches the development level of the STSI in Shanxi province.Firstly,it clarified the relevant theory of the development of STSI and combined the research status at home and abroad,and lays the foundation for follow-up research;Secondly,it analyzed the status quo of the development of the STSI and mastered its objective problems through typical interviews in Shanxi province;Thirdly,an evaluation index system for the development level of s STSI was constructed,and the development level of in 2011-2015 was evaluated using the TOPSIS model of entropy;Fourthly,the government support,industrial support,market supply and demand,and own service capacity were explored using the grey correlation analysis method for the degree of influence on the STSI;Finally,various countermeasures have been proposed for the government and science and technology service organizations to improve the development of the STSI in Shanxi province.Through the research,this paper drew the following conclusions:(1)In 2015,among the 30 provinces and cities in China,the development level of STSI in Shanxi province is in the 25 th place which in the lower level of the country;The service investment,service capability and service performance measurement index scores are low,which is far from the production frontier,The higher score of the development environment is close to the production frontier;Increasing service investment and improving its own service capabilities are the keys to promoting the development level.(2)Compared vertically from 2011 to 2015,the ranking of Shanxi province's comprehensive development level has been ranked between 20 th and 25 th in the country,showing a downward trend overall;From a horizontal perspective,compared with the eastern,central and western regions,the gap between Shanxi province and the eastern region is the largest and tends to gradually increased.(3)The government funds support has the greatest impact on the development level of STSI in Shanxi province,and the influence is decreasing over time;and the influence of self-service ability has been strengthened.Through the research conclusions above,we hope to provide references for improving the development of science and technology service industry in Shanxi province.
