In the era of competition with knowledge as capital,technological progress and knowledge accumulation have become important factors to promote the economic growth of countries or regions,knowledge is a powerful engine to promote social development,and scientific and technological knowledge serving innovation can be transformed into productive forces.In the context of the era of global integration,the degree of dependence of economic and social development on knowledge is also increasing.How to produce and accumulate knowledge efficiently and transform knowledge into productive forces has become a hot issue.China's traditional economic development mainly depends on the advantages of resource endowment and cost,which is more destructive to resources and environment,changing the mode of economic growth,adjusting the industrial structure,and implementing innovation and development into For the inevitable.Knowledge production is the foundation of innovation,and it pays attention to knowledge production and promotes the transformation of knowledge achievements to productive forces,which is helpful to realize the leapfrog development and sustainable development of economy and society,at the same time,it also helps to enhance the comprehensive strength and international competitiveness of the country.Therefore,enhancing the capacity of knowledge production is an effective way to promote the construction of innovative countries.In order to grasp the situation of knowledge production and measure the level of knowledge production capacity in each province,municipality and autonomous region as a whole,this study draws lessons from relevant theoretical achievements,combines the characteristics of periodicity and systematization of knowledge production process,establishes the model of knowledge production analysis,and based on this,carries on the index screening according to the principles of systematization,relevance,independence,data availability and so on,constructs the knowledge production capacity evaluation index system.After obtaining the relevant index data,the principal component analysis method was used to evaluate the knowledge production capacity of 31 provinces,municipalities and autonomous regions in China in 2014-2017,andcombined with the comprehensive results and sub-results of the knowledge production capacity evaluation,the overall knowledge was analyzed.In order to explore the development status and regional differences of China's knowledge production capacity,it is helpful for the provinces,municipalities and autonomous regions to find their own shortcomings,thus providing decision-making basis for improving China's knowledge production capacity and promoting innovative national construction.The main innovation of this paper lies in the construction of knowledge production analysis model and the design of knowledge production capacity evaluation index.The essence of knowledge production is to create new knowledge and introduce it into production system through scientific discovery,technological invention and so on,so as to promote economic growth.The process of knowledge production involves basic support,capital input,system guarantee,knowledge dissemination and so on.Knowledge production capacity is the integration of knowledge production capacity.standard system to provide the basis.the evaluation index system constructed in this study contains 6 criteria layer indicators and 30 evaluation layer indicators.the criteria layer is divided into supporting ability,input ability,output ability,efficiency ability,communication ability and guarantee ability.In the design of evaluation level indicators,the "quantity" of knowledge production and the "quality" evaluation of knowledge production are taken into account.Therefore,on the basis of selecting high frequency indicators,the national scientific and technological awards and high cited scientists are included to reflect the level of knowledge production capacity more comprehensively and objectively.Based on the analysis of the evaluation results of knowledge production capacity,the following conclusions are drawn: from the comprehensive evaluation results,there is obvious imbalance in the development of knowledge production capacity in China:(1)the proportion of regions with knowledge production capacity in the 31 provinces,municipalities and autonomous regions at the middle level and below is very large;(2)the gap of knowledge production capacity between leading provinces and backward provinces is wide;(3)the regional distribution of knowledge production capacity in China is from east to west,and the gap of knowledge production capacity in different regions is large;(4)the knowledge production capacity is notconsistent with the level of regional economic development.Based on the findings of the sub-evaluation,regional knowledge production capacity development.Not comprehensive,sub-ability has its own high and low:(1)each province,municipality and autonomous region sub-capacity evaluation ranking and knowledge production capacity evaluation ranking is not high;(2)the same province knowledge production sub-capacity evaluation ranking exists a big gap,knowledge production sub-capacity development level difference.
