| Since the beginning of the 21st century,the development process of urbanization has been accelerating,and the role of urban agglomeration has become more and more obvious.Along with the level of urbanization gradually deepened,extermal risk and impact is also growing,extreme climate,natural disasters and city disease problems gradually appear,as a new crisis of city development.Based on the realistic background,resilience began to become the important urban development planning guidance,how will the key factor of promoting the development of cities toughness ideas penetrate deeply has become one of the important direction of urban development planning and implementation.2019 national annual further points out that urban development from the high speed to high quality,the process must pay more attention to the mass transfer efficiency,promote the old and the new kinetic energy conversion,adhere to the innovation mechanism of lead,perfect the construction of urban infrastructure development,all-round advance city system of fine management,strict control of urban vulnerability,strengthen against outside the level of risk,realize the city resilience rising steadily,which conforms to the urban development strategy for the high quality requirements,is to realize the construction of ecological civilization,to build an important part of the beautiful China.This paper mainly divided into six parts,the first part is the introduction,first introduced this article selected topic background and signiflcance,points out in this paper,the necessity of resilience for city development research;The second part is a brief review and summary of the domestic and foreign research literature on urban resilience development,and a brief introduction of the research content and methods of this paper;Finally,it points out the innovation and shortcomings of this paper.The second part is concept definition and basic theory.Firstly,the understanding of resilience,ecological resilience and urban resilience in this paper is elaborated.Secondly,relevant classical theories are sorted out from the perspectives of resilience theory,ecological theory and urban development strategy theory,so as to provide theoretical basis for improving urban resilience development.The third part is the theoretical analysis framework of urban resilience.Firstly,the basic characteristics of urban resiliency are expounded.Secondly,the components of urban resiliency are analyzed from the perspectives of urban ecological environment resiliency,urban economic level resiliency,urban social environment resiliency and urban infrastructure resiliency.Finally,the goal and stage process of urban resiliency are summarized.The fourth part is the spatial pattern analysis of urban toughness.Through the establishment of the evaluation index system,the analytic hierarchy process(AHP)is used to comprehensively measure and evaluate the resilience level of cities at or above the prefectural level in 30 provinces and cities in mainland China,and the spatial pattern characteristics are analyzed accordingly.Data analysis shows that during the research period,urban resilience in China generally shows a wave rising trend,among which,there was significant fluctuation in 2008,and all provinces and cities showed varying degrees of decline,becoming the lowest value in the past decade.There are obvious regional differences among different regions,which generally show a decreasing trend from east to west,forming a spatial distribution pattern of "east strong and west weak".The flfth part is the analysis of the factors of urban resilience.Through the establishment of panel model,a series of factors affecting the development of urban resilience are explored,and descriptive analysis and empirical results analysis are carried out.The results show that the study period of 30 provinces and cities in our country(area)above ground level and city resilience mainly by urban economic growth level,infrastructure,ecological environnent,urban agglomeration and urban maintenance and construction levels and the influence of basic public service level,these factors to urban resilience degree is a significant positive role in promoting,at the same time,the effect factors of the regional obvious differences.The sixth part is the conclusion and suggestions.This study is summarized,and the corresponding countermeasures and suggestions are put forward,which can be summarized into the following four aspects:promoting the dynamic balance of economic resilience;innovating the management mechanism of ecosystem;constructing the flexible public management system;stimulating the vitality of the market system itself.The innovation of this article is based on the interpretation of urban resilience connotation and significance to the promotion of the urban construction quality,starting from the inner elements of urban resilience,according to the ecological,economic,social and infrastructure four dimension constructs the comprehensive evaluation index system,a comprehensive measure of China's 30 provinces(area)above ground level and city level of resilience,and the basic types of classification,clear the hierarchy of the urban development level of resilience difference;Secondly,this article further to the city of resilience,analyzing the distribution pattern of paper sunmmarizes characteristics of its space distribution,found that resilience level exists obvious regional differences in our country,on the whole,a decreasing trend from east to west,forming strong "east strong and west weak,spatial distribution pattern.The eastern,central,western and northeastern regions of cities resilience types are dynamic.At the same time,the internal factor of resilience in this paper has analyzed,and found in the study period of our country city resilience mainly by urban economic growth level,infrastructure,ecological environment,urban agglomeration and urban maintenance and construction levels and the influence of basic public service level,and the four regions of the country's urban resilience of intrinsic factors have differences.Based on the analysis of theory and practice,this paper provides an empirical reference for the development of urban resilience and the improvement of urban quality,and has certain practical significance for the benign development of Chinese cities. |
