Study On The Coupling Coordination Relationship Between Urbanization And New Growth Drivers In Shandong Province

Urbanization is an important part of modernization,an inevitable trend in the development of human society,and a historical development process that no country can surpass.The new growth driversare proposed for the new challenges and new opportunities facing the Chinese economy under the new normal.It is a major strategic decision made to fundamentally transform the economic development momentum,and is conducive to achieving sound and rapid economic development.The quality improvement of urbanization is the external manifestation of the new growth drivers.The effective growth of new growth driversare the internal driving force and necessary condition for the development of urbanization.They complement with each other and complement each other to jointly promote the high-quality development of the economy.The problems in the economic development of Shandong Province are largely similar to the dilemmas faced by China.It can be said that Shandong Province is a microcosm of China.Therefore,the party and the state have successively established six cities in Shandong Province as a national new comprehensive urbanization pilot zone.The province of Shandong Province will be established as a comprehensive pilot zone for new and old growth drivers conversion,hoping to explore a new economic development path that can be promoted.Shandong Province also issued the "Shandong Province New Urbanization Plan(2014-2020)" in 2014.In 2018,it issued the "Overall Plan for the Construction of the New and Old Growth Drivers Conversion Experimental Zone in Shandong Province",which comprehensively planned the promotion of new urbanization in Shandong Province.The content,strategy and goals of the transformation of new and old growth drivers will transform the existing industrial structure and economic development model of Shandong Province and promote the transformation of the economy to high quality growth.In this paper,the research contents and methods are determined by collating and expounding the research literature on urbanization,new growth drivers and the relationship between them.Based on the development status of Shandong Province,a comprehensive evaluation index system of urbanization and new growth drivers were established.Through the collection of relevant data of Shandong Province and 17 prefecture-level cities,the comprehensive scores of the two index were calculated by entropy method,and the actual operation of the province's urbanization and new growth drivers was analyzed.Then,the coupling degree model and the coupling coordination model are introduced to quantitatively analyze the correlation and coordination relationship between urbanization and new growth drivers in Shandong Province and 17 cities,and the following conclusions are obtained:First,the level of urbanization and new growth drivers level in Shandong Province are all in the rising stage of development,but in general,the development level of new growth drivers lags behind the level of urbanization development.The promotion of new growth drivers to urbanization is still not obvious,and it is necessary to further explore the huge potential that new growth drivers can bring.Second,the coupling degree of urbanization and new growth drivers in Shandong Province are on the rise,but theyare still in the transitional stage from offset to coordination.There is still much room for improvement in the coordinated development of the two.Third,there is a large regional difference in the coupling degree between urbanization and new growth drivers in Shandong Province.The coordination degree between Qingdao and Jinan is the highest.At the same time,the Shandong Peninsula blue economic zone and the provincial economic cluster economic circle are the two cities.The degree is higher,and the coordination degree of the high-efficiency ecological zone of the Yellow River Delta and the western economic uplift zone is relatively poor.The reason for the analysis is mainly due to the level of economic development and location factors.Therefore,this paper believes that we should focus on the development of new growth drivers,fully stimulate the vitality of new growth drivers,and promote the transformation of urbanization towards high-quality new urbanization,and propose corresponding countermeasures from four aspects:adjust the industrial model of Shandong Province and investment structure,improve the entry barriers of traditional manufacturing enterprises,resolve excess capacity,improve the ability of independent innovation;deepen the dual-core development structure of Jinan-Qingdao in Shandong Province,foster new economic growth points and multi-center development model,and narrow the city's gap between the two levels;further strengthen the introduction of high-level talents,gradually increase the financial expenditures of human capital and scientific and technological innovation,and expand the spillover effect of knowledge;give full play to the leading role of the government at this stage,improve the corresponding laws and regulations,and guide enterprises and the public to establish Coordinating the development concept,thus promoting the sustainable development of Shandong's economy,and providing a certain reference for the new urbanization construction and the orderly transformation of new and old growth drivers.The main innovations of this paper are as follows:Firstly,based on the current development of China's economic development,the country proposes a new urbanization and the transformation of new and old kinetic energy.It finds that the existing research mainly analyzes the ways to promote the healthy development of urbanization and new kinetic energy.From the perspective of the relationship between urbanization and new kinetic energy promotion and mutual benefit and win-win,this paper makes a theoretical and empirical analysis of the coupling and coordination relationship between urbanization and new kinetic energy in Shandong Province at present,revealing the mutual mutuality from the time and space dimensions.The internal mechanism of action and the degree of coordinated development.Secondly,based on the quality of urbanization development and the intrinsic motivation of new kinetic energy,this paper constructs a corresponding index system,comprehensively measures the urbanization and new kinetic energy development levels of Shandong Province and 17 cities and cities,and finds that there are urbanization in Shandong Province.The
