The Research Of Transformation Of Resource-exhausted Cities

By the end of 2012,National Development and Reform Commission,Ministry of Land and Resources and Ministry of Finance had proclaimed 69 resource-exhausted cities,which have been authorized by the State Council.Accordingly,Luzhou city,which belong to Sichuan province,is listed in the 69 cities.In this case,the industrial structure of resource-exhausted cities tends to transfer taking mineral resources' reproduction regular and the changes of market conditions into account.Luzhou has become the only prefecture-level city been listed in resourse-exhausted list in Sichuan.In view of Luzhou's economic development pattern,it depends on mineral resources as well.Particularly,the scale of its second industry had been developed from less than 40 percentage in 2005 to more than 60 percentage in 2012,while the situation in Luzhou's third industry headed to the opposite side.These scenarios state Luzhou's unreasonable economic structure,and the necessity to transfer its industrial structure.Except the development status quo,which claims the necessity to study resource-exhausted cities' industrial transformation capability,the theories,including traditional trade and ?the curse of resource? theories,industrial life circle theory and sustainable development theory,also propose the essential to enforce industrial transformation in resource-exhausted cities.Basically,this dissertation creates an index system in terms of sustainable development theory that contains economic development,social development,resource and environment bearing capacity and government management efficiency.At this point,this paper expects this index system can assess resource-exhausted cities' industrial transformation ability comprehensively.In the meantime,this system intends to give a clue to the main indexes that affect industrial transformation ability.In note to form an appropriate scope to study the industrial transformation capability and development of resource-exhausted cities in Sichuan,chapters organizing this paper are listed below.The first part is research background and significance,which explains the theoretical significance and practical significance,technology roadmap and the structure of this paper as well.Subsequently,this article explains related conceptions and corresponding theoretical basis in light of city transformation.In the third chapter,the development situation of Luzhou has been studied accordingly.Then,based on related theories,this paper assesses resource-exhausted cities' industrial transformation by creating an index system from the aspects of economic development,social development,innovation,resource and environment and government's influences.The forth section is empirical study,this paper adopts factor analysis and principal component analysis to estimate the industrial transformation capacity of resource-exhausted cities,and rank their comprehensive marks.After that,the core factors are collected from the process of factor analysis and some related suggestions are proposed as well.Conclusions will be outlined in the last part to reaffirm overall perspective of this dissertation towards previous studies and the topic.This dissertation supposes,in the future,that resource-exhausted cities should do well in following aspects.Firstly,although the economic development pattern of resource-exhausted cities more or less relies excessively on resources,it does not make sense to forgo their initial industries completely.In other words,these cities should cut the department with low efficiency and lack of security,and this process should be enforced gradually under certain plans.Secondly,the road to search the effective alternative industry is lengthy,which cannot be created by imagination.To illustrate,alternative industry only appears under healthy market mechanism and government's intensive leading.In this phase,to achieve the function and aim of industrial transformation,both government guidance and market allocation initiative should be brought into play.Thirdly,technological innovation can not only provide economy with new development points directly,but also activate motivation of original industries.Lastly,in view of analysis of this paper,the development of industry requires that economic development as its backup,hence development is and always is the absolute principle.But it does not mean no modification is required to let economic,resources and environment go hand in hand.
