In recent years,tax authorities have continuously improved the requirements for the quality of tax payment services,and the quality of tax payment services at the tax window of the Tax Office has also attracted much attention.The tax-bearing window serves as a “face-to-face” and “contact” channel between taxpayers who make an intuitive evaluation of the service quality and tax authorities,the window staff of which also have a deep understanding of practical problems encountered in routine work.Therefore,to study the quality of tax service of the taxation window is to study of the assessment of the quality of window service by taxpayers and window staff to a certain extent.Based on the theories of new public management,interpersonal relationships,and government crisis management,this paper analyzed the assessment of the quality of taxation services by taxpayers and window staff on the tax window of the Y county tax authority in City Z,and conducted strategy research from four perspectives including the tax window environment,system,tax people,and tax managers.This paper collected data information concerning service quality evaluation,especially practical problems encountered in daily work,from taxpayers and window staff by questionnaire survey and intensive interview,respectively.In addition,this paper made a primary exploration on the issue whether there are problems in present servicing process of tax window using Likert's five-scale table and other mathematical statistical methods.The results of data analysis showed that the assessments of the quality of tax service provided by present tax window are not unified.Specifically,even if the overall quality of the tax-paying service is good,there are still certain problems in the service process,indicating that the service provided by the tax-paying window does not fully meet the needs of taxpayers.Furthermore,some judgements of taxpayers about tax service are not so good.Therefore,in order to effectively improve the quality of tax payment service at the tax window,it is necessary to take taxpayers' demands into consideration when constituting service strategies.The taxation window,taxation service office and taxation authority should attach more importance to taxpayers' demands and propose novel strategies and suggestions to improve taxation window service according to both needs of taxpayers and fundamental theories.This paper has conducted in-depth research on the problems in the tax window service quality of the tax authorities in County Y of City Z,hoping to not only provide a basis for improving the quality of the tax window services in the local area but also provide useful information for improving service of tax windows in other regions.
