The report of the 19 th National Congress of the Communist Party put forward the positioning of "houses are used for housing,not for speculation." In August 2017,the original Land Bureau and the Ministry of Housing and Urban-Rural Development proposed to use collective construction land to build rental housing.This measure can effectively ease the pressure on housing supply and demand,and promote the stable and healthy development of the real estate market.At present,China has selected 18 pilot cities nationwide to start the development of rental housing for collective construction land.However,there are still some problems in the development and operation of the pilot cities.It is also an urgent task to solve the problem of how to distribute the income generated by the rental housing of collective construction land.Therefore,it is very important to discuss the distribution of the rental income of collective construction land.Since the stakeholders of income distribution mainly include the government,enterprises,collective economic organizations and farmers,their actions will affect the distribution of income,which in turn affects the development of collective construction land rental housing.Therefore,from the perspective of stakeholders,collective construction land lease It is necessary to study the distribution of housing income.Starting from the perspective of stakeholders,this article takes collective construction land rental housing as the research object,combined with related theories,summarizes the development process of collective construction land rental housing pilot,and puts forward the opportunities and challenges of the pilot development.In order to solve the distribution problem,the status quo of income distribution is analyzed,and the formation,distribution main body,distribution principle,distribution method and other aspects of the revenue are elaborated.From this,problems in the pilot city's revenue distribution process are found,such as lack of The support of laws and regulations,the income pattern is not clear,the main body ofincome distribution is not clear enough,and the distribution supervision mechanism is lacking.Then define the stakeholders of collective construction land rental housing,analyze the relationship,interest claims and behavior among stakeholders,and build a game model of internal and external stages on this basis to analyze the government,enterprises,and collective economy Strategic choice between the organization and the farmer households,in order to promote the strategic optimization of each subject in order to maximize the benefits as much as possible.Finally,it analyzes from the three levels of legal system,implementation operation,and supervision and management,and puts forward relevant countermeasures for better constructing the income distribution mechanism of collective construction land rental housing.Through research,it is concluded that the distribution of income is the core of the development and operation of collective construction land rental housing and is an important guarantee for its healthy and sound development.Therefore,the government should issue relevant laws and regulations to fully protect the rights and interests of farmers,strictly supervise the behavior of collective construction land rental housing development enterprises,conduct reasonable and standardized operations,and build a multi-party main body that takes into account the interests of the government,enterprises,collective economic organizations and farmers Income distribution mechanism.
