Research On Income Distribution Of PPP Project Based On Accurate Poverty Alleviation

Poverty is an important issue facing the world.As a country with a large population and an economic power,China has made great efforts to get rid of poverty.In view of the wide distribution of poverty-stricken areas in China,large differences in poverty,and varying degrees of poverty,General Secretary Xi Jinping made an important instruction on "precision poverty alleviation",scientifically identifying and analyzing the environment of poor areas and the conditions of poor farmers,and effectively identifying the poverty targets,Precise help,precise management.With the development of social economy,the ways of poverty alleviation are becoming more and more diversified.Among them,the PPP model has brought new ideas and new ways for poverty alleviation.The PPP model can make full use of social funds,ease government financial pressure,mobilize the vitality of the market economy,achieve win-win cooperation and benefit sharing between the government,social capital,and the public,and promote stable and sustainable development of society.The“Thirteenth Five-Year Plan for Tackling Poverty Alleviation” clearly proposed to promote the PPP model in poverty alleviation and development,and give full play to the role of social capital in targeted poverty alleviation.PPP projects based on targeted poverty alleviation came into being.As of August 2019,China has implemented 766 PPP poverty alleviation projects with an investment of 667 billion yuan,effectively promoting infrastructure construction in poor areas,promoting economic development in poor areas,and accelerating the pace of achieving poverty alleviation strategies.At present,PPP projects based on targeted poverty alleviation are in the initial development stage,lacking a mature income distribution design mechanism,there are problems such as irrational income distribution,low project completion rate,insufficient attractiveness to social capital,and low participation of poverty alleviation targets.Establishing a scientific income distribution mechanism and formulating a reasonable income distribution plan are the key to solving these series of problems.Based on this,this paper analyzes the development status of PPP projects based on precision poverty alleviation in China by combing the relevant research results of PPP project income distribution at home and abroad,using principal-agent theory,stakeholder theory and game theory as the theoretical basis,and using game theory design mechanism analysis The efforts of the government and social capital under the three income distribution models of government payment model,user payment model and feasibility gap subsidy model determine the optimal income distribution model.Then build a revenue distribution model on this basis to discuss the distribution of revenue between government and social capital and thedistribution of revenue between social capital and poverty alleviation objects in dynamic games with incomplete information.The research results show that the feasibility gap subsidy model is the optimal income distribution model of PPP projects based on precision poverty alleviation.The optimal strategies of government and social capital under this model are allocation and participation,respectively.According to the model calculation,government and social capital can be obtained The income distribution rate and the range of social capital and the dividend rate of the poverty alleviation target.Finally,it is verified by the case of the photovoltaic power generation poverty alleviation project in County A,and some suggestions are made according to the research conclusions.
