The management of the administrative organisation plays a very important role,facing the intricate macroeconomic situation,arduous reform and development tasks as well as emerging new difficulties and new problems.In order to solve existing problems in the work,such as unclear responsibilities,weak awareness of responsibilities,and low work efficiency,scientific institutional mechanisms and management methods are the most important issues that face in the management of the current administrative organisation.T Municipal Bureau of Finance integrates the advantages of project management,target management,and performance management to innovate the management mode of the administrative organisation and explores to establish the "Four Modes" Management of "work projectization,project target,target responsibility,and responsibility performance"."Opinions of T Municipal Bureau of Finance on Promoting the ‘Four Modes' Management(Trial)" has been issued since December 2015,and it was decided to implement the "Four Modes" Management from 2016.The "Four Modes" Management has been practiced in T Municipal Bureau of Finance for more than four years.A relatively complete management mode has been basically formed through the system improvement and the process optimization.It has a strong effect on the slack behavior and stimulating endogenous motivation,encouraging innovation and entrepreneurship.It has effectively promoted the change of work style in the administrative organisation,improved the performance of duties and guaranteed the efficient implementation of major decisions and key tasks.It is of great significance to apply and promote the "Four Modes" Management in the administrative organisation.It is based on the new public management theory and the administrative management theory to study the "Four Modes" Management in the administrative organisation by the methods of researching literature,surveying field and studying case.The "Four Modes" Management is a new management mode of the administrative organisation,which highlights the core role of "people",adopts the assessment method of the combination of "decentralization+centralization" and makes inspections more precise and informational.However,the traditional management of the administrative organisation has a single management model,which lacks of the standard,institution,excitation,and supervision.The "Four Modes" Management overcomes the weaknesses of the traditional management of the administrative organisation and forms strengthening power to impel the work in the organisation.According to the contents of work projectization,project target,target responsibility,and responsibility performance,the implementation of the "Four Modes" Management is researched by selecting representative work items in T Municipal Bureau of Finance.Although the "Four Modes" Management has played a great role in effectively promoting the change of work style in the administrative organisation and improving the performance of duties,the "Four Modes" Management is not perfect and mature enough because it is an exploration and innovation of the management mode in the administrative organisation.The "Four Modes" Management and implementation still have many problems such as deviations in ideological understanding,weightlessness of project application,irrational design of the assessment indexes,unsatisfactory application of the assessment result and lack of the long-term mechanism of project management and achievements.It has a great practical significance to find the targeted measures and improved methods,to scientifically and reasonably solve these problems,to optimize the "Four Modes" Management and to promote the change of work style.In this regard,it is suggested to strengthen the guidance and training of the staff,to standardize and streamline project application,to establish a scientific classification assessment system,to strengthen the rational application of the assessment result and to build the long-term mechanism of project management.
