Research On The Performance Evaluation Of Dongping County Land Stock Cooperative

At present,China's agriculture is transforming to industrialization,specialization and marketization.However,the land management mode of the household contract responsibility system is too scattered,and there are many contradictions between them.The reform of agricultural management system is imminent.The land stock cooperative is produced in this particular historical period.Its emergence and development has brought new vitality to the rural economy.The large-scale operation of the land has been realized through the way of land equity,which has broad prospects for development.Dongping county is the first batch of counties in Shandong Province and the first county in Tai'an City to develop land stock cooperative.There are three main reasons for development: the difficulty of increasing farmers' income,the marginalization of agricultural industry,and the poor collective economy.In October 2012,the first land stock cooperative was established and achieved good results.After that,the local government carried out pilot work in many villages and towns,and then promoted it in the whole county.On the basis of remarkable achievements in property right reform,in November 2014,the county was listed as the second batch of rural reform pilot areas in China,specifically undertaking the reform pilot work.In 2016,it was identified as a pilot county for exploring collective economic development by the Ministry of Finance.At present,a total of 94 land stock cooperatives have been developed,covering all Villages and towns.In the process of development,through reasonable confirmation of rights,scientific confirmation of shares,corporate governance and revenue sharing and other work practices,four business models have gradually formed:government guided,capable person driven,cooperative operation and resource integration.In order to quantify the benefits brought by the land stock cooperative,this paper selects10 indicators for data analysis from two aspects of economic performance and social performance,standardizes the data,objectively determines the index weight by entropy weight method,quantifies the comprehensive performance of the six years before and after the implementation of the land stock cooperative by the comprehensive index method,andcompares the development trends of each indicator before and after the six years,analyze the role played in local economic growth and social development.Through performance evaluation,the following conclusions are drawn:(1)According to the calculation and analysis of comprehensive performance,the comprehensive performance increased from 0.1568 to 0.8364 from 2007 to 2018.After the implementation of land stock cooperatives,the performance growth increased significantly,among which 2013-2015 was the peak period of growth,and it began to develop steadily after2016,indicating that land stock cooperatives played a role in promoting local economic and social development.(2)Through the analysis of the trend of the selected indicators,it can be seen that most of the performance indicators show a benign development trend.The development of land stock cooperatives has brought the obvious increase in agricultural production efficiency,the continuous increase in gross agricultural output value,the agricultural production is slowly transforming from the traditional to modern,the traditional concept and the traditional management mode of farmers are gradually changing.the degree of agricultural organization and the comprehensive agricultural productivity are also greatly improved.The effect of increasing farmers' income is obvious,the per capita disposable income of rural residents is increasing,the Engel coefficient of rural areas is decreasing,the income ratio between urban and rural areas is decreasing.The liberated agricultural labor force accelerates the adjustment of agricultural structure,promotes the process of urbanization,and the urbanization rate continues to rise.However,there are also some indicators that are not ideal.For example,the total power of agricultural machinery fluctuates greatly;the grain yield per unit area has declined significantly in recent years.(3)From the perspective of the composition of comprehensive performance,the growth rate of economic performance has accelerated after the development of cooperatives,but in recent years,the growth rate has slowed down,the social performance shows an upward trend of fluctuation,and the development between them is not balanced.(4)From the perspective of the development speed of comprehensive performance,it only increased by 0.1028 in the three years after 2016,which is quite different from the growth of 0.3297 from 2013 to 2015,indicating that the growth of comprehensiveperformance has not shown an ideal trend,and some constraints have begun to play an obstacle role.Finally,this paper analyzes the causes of the problems found in the performance evaluation,mainly including the internal management is not standardized,the external system is not perfect and the development potential is not enough.Combined with the local reality,the author puts forward the corresponding countermeasures and suggestions.First,we should strengthen supervision and management,ensure the dominant position of farmers,optimize the benefit distribution system,and improve the incentive role.Second,we will improve the external supporting laws and relevant system.It mainly includes improving the relevant legislation and regulations of land stock cooperatives,establishing and improving the rural social security and agricultural insurance system,improving farmers' enthusiasm for grain production,and eliminating the phenomenon of non grain land cultivation.Third,we need to improve the financing mechanism,solve the financing difficulties,establish a talent cultivation mechanism,and improve the development scale and industrial level of cooperatives.
