Research On The Measurement Of New Urbanization Development Level In Central Region

On April 8,2019,the National Development and Reform Commission issued the "Key Tasks for New-type Urbanization in 2019",which states: "Urbanization is the only way to modernize,and it is also a strong support for rural rejuvenation and regional coordinated development." status.The central region is the region with the most concentrated “three rural” issues and one of the regions with the greatest potential for expanding domestic demand.New urbanization is the key to the development of the central region.Traditional urbanization has problems such as irrational urban construction,uncoordinated urban area development,deterioration of urban ecology,prominent urban social management issues,and the out-of-sync of "land urbanization" and "population urbanization",so only new-type urbanization Only then can the problems in urbanization of the central region be solved.Comprehensive research on the level of new-type urbanization in the central region,identifying problems in the new-type urbanization in the central region from different perspectives,and putting forward countermeasures and suggestions based on the problems are of great significance for promoting the development of new-type urbanization in the central region.Based on a thorough understanding of new urbanization-related concepts,related theories,and predecessors' research,select indicators from six aspects: economy,population,society,urban-rural coordination,environmental quality,and infrastructure to build a new urbanization evaluation index system,and use improved The entropy method evaluates the overall new urbanization level in the central region and the new measured urbanization level in the six central provinces.The evaluation results show that the level of new urbanization in the central region ranked second among the four major regions in the country from 2014 to 2018,falling behind the eastern region and the national average.The gap between the level of new urbanization in the eastern region and the national average has been narrowing over the years;within the central region,the level of new urbanization in the six central provinces from 2014 to 2018 has shown an upward trend.Above the national average,other provinces are below the national average.The rankings of central provinces in the past five years have been basically stable.Hubei ranks first and exceeds the national average.The analysis of the evaluation results and the original data found that the problems in the central region are: low level of economic development and low quality,low level of population development and low population quality,low level of social development and insufficient supply of social resources,environmental and social development Uncoordinated and incomplete infrastructure construction.Proposed countermeasures and suggestions for the problem: innovation drives economic growth and optimizes the industrial structure,guides the rural population transfer to local urbanization to improve the quality of life of residents,diversification of the mainstay of social resource supply,environmental governance and social development go hand in hand,and comprehensive development of infrastructure construction.
