At present,the construction of multi-category innovation platforms in China is in full swing,which has aroused the continuous attention of academic circles on research on innovation platforms.But does the development of innovation platforms support the improvement of regional innovation capabilities?What role does the government play in it?Other issues lack systematic research.Based on the relevant panel data of innovation platforms in 29 provinces,cities,and autonomous regions of mainland China from 2013 to 2017,this study builds an index system for the development of innovation platforms,and uses the entropy method and spatial correlation analysis to measure and lay out the development of innovation platforms in China.Evolutionary analysis,combined with regional innovation capabilities to build the empirical model of this article,construct OLS and Spatial Dubin Model(SDM),and take government adjustment variables as the starting point to explore the government's regulatory effect on the innovation platform and regional innovation capabilities.The research results show that the spatial layout of domestic multi-type innovation platforms is evolving well,but a good mechanism for coordinated development has not been fully formed.Apart from the productivity promotion center,the spatial concentration effect of innovation platforms is obvious,and the hot spots are basically located in the eastern and central regions.Regions are high-value areas for the development of innovation platforms,while cold spots are mainly located in the western regions represented by Xinjiang,Tibet,and Qinghai.From the results of OLS and SDM models,both technology business incubators and university science parks are significant.Positively promotes the improvement of regional innovation capabilities,government support variables are significantly positive in all models,and government support may negatively regulate the relationship between innovation platforms and regional innovation capabilities.From the decomposition of spillover effects,technology companies Incubators and university science parks have a positive direct spillover effect on the innovation capacity of the region and indirectly promote the improvement of the innovation capacity of neighboring provinces.The government adjustment variables only negatively and significantly regulate the relationship between the innovation platform and regional innovation capacity in the region.Finally,based on the research conclusions,this paper puts forward policy recommendations from the perspectives of increasing the coordinated development of regional innovation platforms,objectively understanding the negative regulatory role of governments,and expanding the degree of openness between regions.
