This paper takes Honghu City as an example to study the current situation of agricultural development and the division of agricultural production factors in underdeveloped areas.It is concluded that modern agricultural development in underdeveloped areas has problems such as insufficient mining of traditional factors,weak activation of characteristic elements,and slow integration of service factors.Upgrading requires the formation of barrier-free channels for the flow of elements and the integration of the agricultural industry chain in a cost-effective manner.The cloud platform has the functional advantages of reducing factor investment,optimizing factor structure,and restructuring the agricultural industry chain,which is in line with the demand for the reconstruction of agricultural production factors in less developed regions.Combining the mobility of factors,this paper proposes that the reconstruction of agricultural production factors in underdeveloped areas should be based on characteristic factors and optimize traditional factors,and the reconstruction of the coordinated development of service factors and production factors.In the reconstruction of characteristic elements and traditional elements,underdeveloped areas need to first build physical cooperation venues based on different links in the characteristic agricultural industry chain to provide entities for developed areas to conduct scientific research achievement transformation,featured agricultural resource integration,and agricultural technology transfer in underdeveloped areas.medium.Second,it is necessary to build an information service platform to provide the basic conditions for the integrated use of resources such as data,technology,and systems for the horizontal expansion of the characteristic agricultural industry chain in underdeveloped regions.In addition,in order to avoid the disadvantaged pattern of underdeveloped regions on the mainstream agricultural industry chain,underdeveloped regions also need to establish a multi-level offline agricultural cooperation system with full coverage of special agricultural products circulation channels and improvement of market competitiveness,in order to realize the potential of traditional factors The full excavation and effective integration of decentralized features in the region provide an interactive platform at the industrial chain level.In the reconstruction of service elements,government departments in developed regions need to prepare an online agricultural cooperation cloud platform that has cross-regional agricultural cohesion and attractive competitive advantages.Providers of service elements in developed regions and demanders of production factors in less-developed regions are the main providers ofcloud service resources.On the online cooperative cloud platform,the element resources are shared online as the main body of different systems,and then based on complementary cooperation resources Generate cross-regional agricultural cooperation projects and carry out cooperative relationship management corresponding to the cooperation stage,and accelerate the integration of resources such as technology,finance,logistics,marketing network and policy resources in developed regions into the agricultural industry chain of less developed regions,forming a coverage of all agriculture The system of production and service elements flow and sharing in the industrial chain lays the foundation for strengthening the stable position of underdeveloped regions in regional agricultural competition.Therefore,the reconstruction of elements based on the online cooperation cloud platform has to go through the evolution stage of "physical cooperation place ? information service platform ? offline cooperation system ? online cooperation cloud platform".In order to ensure the smooth operation of the online agricultural cooperation cloud platform and the smooth development of agricultural cooperation projects,it is necessary to design the organization and management guarantee mechanism between the cooperation partners,the risk guarantee mechanism of the cooperation project and the technical guarantee mechanism of the cooperation platform.Finally,combined with the case analysis of the Zigui Navel Orange Smart Agriculture Cloud Project,it proposes policy recommendations for the reconstruction of agricultural production factors based on cloud platforms in less developed regions from the aspects of improving the value of agricultural production factors and promoting the continuous operation of cloud platforms.
