The Study On Restrictive Factors And Strategies Of Modern Agricultural Development In Western Underdeveloped Regions

Agriculture is an insurance to support the continuous development of the national economy. Paying attention to and developing agriculture is an important way to resolve the real needs and current problems of poverty in rural China. Development of modern agriculture, not only has a relationship to the overall development of rural economy, but also has a profound impact on the overall level of China’s agricultural modernization. The Development of agriculture in Wuwei is not only a microcosm of the agricultural development in western China, but one of the most typical agricultural evolutions in underdeveloped regions of Gansu Province. The deep study and discussion of its characteristics in variation and development, not only for the study of the same type of area and provides reference and guidance to the overall solution to the development of agriculture in underdeveloped area, but also provides practical experience and methods to study and solve the problems of agricultural development in the region. It aims to provide experiences for promoting the transformation and upgrading of industrial technology and the development of modern agriculture in underdeveloped areas.Through the deep study of poverty indicators system in western less developed regions and the agriculture development status quo in Wuwei,discussing the emerging problems in agricultural development, to tease out the status quo, the law of evolution and the problems of modern agricultural development in underdeveloped regions, and put forward the scientific, sound policy recommendations, clarify the main reason for restricting agricultural development. To find out the scientific path in line with the development of modern agriculture in Wuwei by using data comparison, statistical data analysis, household surveys and other ways, and provide ideas and basis for the development of modern agriculture. By carding and analysis, Factors that control and restraint agricultural development in Wuwei mainly are:1. Through the comparison of planting structure and layout in agricultural production in Wuwei, we find that, the first production accounts too large, and the second and third one account small, the weak pulling power to rural economic development and the low degree of organization and industrialization of agricultural production seriously hamper and hinder the overall process of modern agriculture.2. Through the comparison of the various elements in agricultural production in Wuwei C we find that, the available land and water resources are relatively scarce, the main production is still extensive, rural labor population quality and technology content is low, the contribution rate of science and technology to support agriculture is low, as a result, the city’s agricultural development is restricted.3. From the analysis of the natural endowments and ecological structure, we conclude that, Wuwei’s endowments and level of ecological are generally low, water shortage causes the overall agricultural production environment in a fragile state, and ties the development of agricultural modernization.4. From policy implementation and enforcement process, we find that farmers’ participation in planting structure adjustment process is not very active under the influence by the traditional agriculture, and the policies’implementation and structural adjustment are still under administrative intervention, some farmers has resentment feelings, leading that it is difficult to implement agricultural policies, hindering the sustained and healthy development of agriculture.For reasons above which influence and restrict the development of modern agriculture in Wuwei, based on the reality and past experiences, this paper focuses on the development of modern agriculture in Wuwei, proposed the coping strategies in development of modern agriculture. That is we need do from the land system innovation, efficient integration and use of factors of production, increasing investment in science and technology of agriculture itself, combined with the actual development of the modern agriculture in the area, innovating land transfer system and improving agricultural technology content. Mainly proposes a scientific and rational policy recommendations for solving the bottlenecks and deficiencies in agricultural development, and on the basis of this study, represents a general outlook to the modern agricultural development in the underdeveloped regions, as Wuwei,that is also the argument of this article. And this is precisely the emphasis and difficulty of this study.
