With the rapid development of our economy,quickening the pace of industrialization of urbanization,the demand for land resources is more and more big,In the protection of farmland,on the basis of how to meet the needs of urban construction land,is one of the important problems of the current land management of scientifi c research.At present our country rural homestead amount is larger,with extensive and intensive economy level is too low,not only do not conform to the requirements of the resources of the construction of economical society,more and the growing tension of land resources supply and demand contradictory.At the same time,the urban and rural dualistic land system also brings to the urban and rural development as a whole.Farmers’ land as an important property of farmers,but can’t play assets yield function,lead to farmers’ property income increased slowly.Therefore,in the case of ensure the land ownership of nature do not change,realize land through market transactions in asset prices to liquidate,Not only conducive to revitalize the stock of house-site in the countryside,improve the efficiency of land resources,increase the income of peasants,auxiliary citizenization of farmers,but also help to break the urban and rural dualistic land system,and further promote the development of the urban and rural areas as a whole,meet the land needs of urbanization and economic development,promote to build a conservation-minded society,realize the healthy development of national economy.In this paper,a summary of the land property rights and land market at home and abroad,based on the research the homestead market-oriented exchange needed "property rights trading mechanism-security system" as a framework.First of all,through the analysis of economic development in anhui province and the status quo of land use,with the main problems existed in utilization of land as the background,analysis of the necessity of land market,and put forward the essential prerequisite for marketization of land circulation and could face the obstacles.Second,from the economics of property rights system and land rent theory analysis on the marketization of land system requirements,and Suggestions are put forward.Third,based on the summary and analysis of the current land circulation mode advantages and disadvantages,put forward the construction of the trading mechanism of marketization of land circulation,including trade terms,trade subject,transaction process and the market price,the specific part of the flow pattern.Fourth,because of the limitations on rural areas and farmers on the objective conditions,proposes the establishment perfect the third party intermediary organizations and government services,overcome the high transaction costs that may occur in the housing market.Fifth,put forward by th e government dominated land circulation into the market as the leading factor,by the government in market transaction status and the function transformation,guide and regulate housing land market,to avoid the serious consequences of market failure.
