| With the acceleration of urbanization and the continuous expansion of cities,The relationship between people and land is becoming more and more tense in China The rapid development of economy has determined that the demand for land is also rising.Meanwhile,under the dual pressure of China's rural homesteads being idle,the protection of arable land in China has become more severe.At present,the only way to resolve this contradiction between people and land is to reform the rural land.The purpose is to maximize the value of land,and to fully and reasonably use land resources.It can not only meet the current demand for economic development on the land,but also ease the tension of land use.In this paper,on the basis of combing related studies on the compensation of the rural homestead exit in the past and Field investigation in the pilot area of homestead,we discuss the connotation of rural homestead exit compensation price through the combination of normative analysis and case study.And Based on the market transaction price,the price of the compensation of the rural homestead exit is calculated to provide reference for the exit and compensation policies for rural homesteads,so as to provide references for the policy of the compensation of the rural homestead exit.Studying the price of the compensation of the rural homestead exit will be important for mobilizing the enthusiasm of rural households to withdraw from rural homesteads,use rural land intensively and efficiently and Protecting the property rights and interests of farmers.This article first draws lessons from previous scholars' view pointsand uses the market transaction cases to evaluate the price of the floor of the housing through the use of fuzzy mathematics.At the same time,it uses the evaluation model of urban benchmark land price to assess the price of land use rights after the homestead exit,and on this basis,it proposes a compensation mechanism of rural homestead exit.This article obtained the following conclusions through research:(1)The prices of rural homesteads based on the benchmark land price coefficient revision method,residual method,and cost approach method are closer to market pricesThe compensation for the exit price of rural homestead is mainly determined by the use of the homestead and the conditions of the floor of the housing after the homestead exit.The compensation prices for the one exits for rural homestead sites was 207.1yuan/ square meter,and another was was 152.9 yuan/ square meter respectively.Through the benchmark land price coefficient correction method,replacement price method and cost approximation method.After quitting,it is mainly to restore cultivated land or to build residential buildings on the original site.(2)Here are still problems in the current rural homestead reformThe use of rural house sites to exit rural areas is inefficient,and land resources have not been used to a good degree.The method of rural house-resident base exit compensation has been single,and the protection of rights and interests for exiting rural households cannot be realized.After the exit of the rural homestead,the redevelopment of the old site and the reserved land for future development of rural construction,etc.,cannot really achieve the integration of rural land resources.The sisters and the limited funds have prevented the current reform of the rural homestead from being able to Solve the serious problem of waste of land resources.(3)Provide advice for the construction of compensation for the rural homestead exit in Jiangxi ProvinceUnder the conditions of the interests of the government and the farmers,on the basis of protecting and respecting the legitimate rights and interests of rural homestead users,a variety of policies and measures,such as the compensation of the one-time money,the subsidy for the old-age life,the planning to drive the employment,the housing subsidy,the village planning and the housing,the minimum living security of the town,etc are combined free.The free combination of various policies and measures adapt the mechanism of the compensation of the rural homestead exit in Jiangxi Province. |
