Study On The Measurement And Optimization Of The Financial Expenditure Of Basic Public Services In Shandong Province

The basic public service is the product and service that the government provides in response to the basic public needs of the society.It is closely related to the basic rights of our citizens and it is the foundation for maintaining social stability and economic prosperity.The protruding of the deep-seated social problems makes the voice of equalization of basic public service more and more high.The 18 th National Congress also stressed the importance of vigorously promoting the government's performance management.At present,the government is facing enormous financial expenditure pressure in order to protect economic development and meet the basic needs of people's survival and development.Therefore,it is an urgent topic to effectively improve the performance level of basic public services.In this context,it is of great practical significance to study the performance of basic public service expenditure.Firstly,analyzed and studied the relevant literature on the performance evaluation of basic public services and fiscal expenditure at home and abroad.Based on the theory of new public management and the theory of government performance evaluation,selected five cities according to the regional factors and the level of economic development.The representative five cities of Ji'nan,Qingdao,Linyi,Rizhao and Heze were described and analyzed in the four basic public service fields of social security,public employment service,medical and health and public education.Then the index system of fiscal expenditure performance measurement is constructed,and the performance of four basic public services financial input and output from 2014 to 2016 is measured by using the BCC model in the DEA performance evaluation model.Based on the current situation of financial expenditure and expenditure performance measurement of basic public services in Shandong Province,this paper puts forward countermeasures and suggestions to optimize the performance of basic public services' financial expenditure.The research shows that the supply level of basic public services in Shandong isgenerally low,the regional development is unbalanced,and the efficiency of financial expenditure is generally not high.Therefore,it is an effective way to improve the performance of financial expenditure by increasing the financial input of basic public services,optimizing the structure of financial expenditure,establishing and perfecting the system mechanism of basic public service and improving the performance management mechanism.Through the research of this paper,it is of great guiding significance to improve the performance of Shandong's basic public service expenditure.
