Research On Performance Evaluation Of Special Fund Expenditure For Special Funds For Basic Public Health Services In Quanshan District,Xuzhou City

Basic public health services Special fund performance evaluation as an important part of government performance evaluation,has been implemented in many countries and regions for many years.As the government continues to increase the special expenditure of basic public health services,the expenditures are becoming more transparent,and the public has higher demand for government to improve service efficiency and administration efficiency.In order to respond to social concerns,meet the public interest demands,with performance evaluation as a means,with the result-oriented performance evaluation first,after the developed countries,it is also promoted in some developing countries.After more than ten years of hard work,the performance evaluation system for basic public health services special fund expenditures have been established in China.But in general,China’s performance evaluation work is still in primary stage,especially in the level of the district-level budget,and the performance evaluation reform of special fund expenditure of basic public health services has not achieved satisfactory results.Therefore,it is urgent to conduct a theoretical study of the performance evaluation of the regional level.This paper takes the study of the performance evaluation of special fund expenditure for basic public health services in Quanshan District,Xuzhou as an example,and analyzes the situation of the special fund expenditure evaluation of basic public health services inquiry,it is found that there is a problem with local government performance evaluation,and the performance evaluation system is not systematic,and the performance evaluation method is old and other issues,and further analyzes the causes of these problems.Then,combined with the government-related documents,the results of the research results and expert consultation have identified 7 first-class indicators-investment,management,output,efficiency effect,social evaluation,financial management and actual expenditure,18 secondary indicators,34 three-level indicators.The performance evaluation system adapted to the special fund business of basic public health services in Quanshan District was constructed by hierarchical analysis.On this basis,evaluating the special fund performance of basic public health services inquiry,and analyzed the evaluation results.This paper enriches the research of China’s financial fund expenditure performance evaluation from the perspective of basic public health services,and has a certain borrowing of the performance evaluation system of the special fund expenditure of the regional-level basic public health service.
