| Since 2011,the number of large and medium-sized agricultural machinery and the growth rate of machinery operating fees have fallen "double",and the absolute number of small tractors has been decreasing in recent years.This means that the number of large and medium-sized agricultural machinery in China is becoming saturated,the market competition of agricultural machinery operation is becoming more and more full,and agricultural mechanization is facing transformation pressure.The new generation of migrant workers,accounting for 49.7% of the total number of migrant workers,have not participated in agricultural production and have long been accustomed to urban life,and will not or will not cultivate land.In 2016,the land circulation area of the whole country was 471 million mu,accounting for 35.1% of the household contracted cultivated land area,which was only 1.8 percentage points higher than the previous year,far lower than the average annual growth rate of more than 4 percentage points from 2012 to 2014.Some farmers wanted to rent land but no one took it.As China's economic development has entered a new normal,and the efficiency of agricultural operation has entered a downward channel,the traditional motive force of increasing farmers' income,such as farming and working,has weakened,and the property income is difficult to increase in the short term(only 2.2% in 2016).It is not realistic to rely on the transfer of net income to support the growth of farmers' income,which makes it increasingly difficult for farmers to increase their income.The report of the Nineteenth National Congress of the Communist Party of China timely put forward the strategy of rural revitalization,which is an important strategic plan for building a well-off society in an all-round way and points out the direction for the reform and development of agriculture and rural areas.The strategy of Rural Revitalization puts forward that rural grass-roots financial development should adhere to the priority of rural agriculture development.According to the general requirements of industrial prosperity,ecological livability,rural culture civilization,effective governance and prosperity of life,we should establish and improve the system,mechanism and policysystem of urban-rural integration and development,and comprehensively promote rural economic construction,political construction,cultural construction,social construction,ecological civilization construction and Party building.We should speed up the modernization of rural governance system and governance capacity,accelerate the modernization of agricultural and rural areas,take the road of revitalizing the socialist countryside with Chinese characteristics,and make agriculture a promising industry.The development of small and micro agricultural enterprises in Zhoushan will not only affect the vitality of regional economy,but also affect the prosperity and stability of the whole society.The experience of Europe,America and other countries shows that the problem of financing is the bottleneck of the development of small and micro agricultural enterprises.This paper will study the financing of small and micro agricultural enterprises in Zhoushan from the perspective of financing.Combining with the actual situation of Zhoushan agricultural small and micro enterprises,this paper comprehensively analyzed the problems faced by Zhoushan agricultural small and micro enterprises in financing,and tried to find out the reasons for financing difficulties of Zhoushan agricultural small and micro enterprises.Secondly,based on the analysis of the actual situation,drawing on the experience of developed countries,we try to put forward some suggestions to alleviate the financing difficulties of small and micro agricultural enterprises in Zhoushan.The conclusion of this research and analysis has a positive impact on how to use private funds to solve the financing difficulties of small and micro agricultural enterprises in Zhoushan in the new period. |
