Village-level debt is a financing model for solving the shortage of funds for social and economic development in rural areas of China.It is to rationally allocate rural financial resources,improve rural living environment and production methods,improve farmers’ happy living index,and promote rural areas and even the national social and economic development has a positive and objective impetus and profound political significance.D City D Town is located in the northwestern part of the North China Plain,and is a typical agricultural-oriented area.The author is engaged in rural management and management in the township,and selects five representative natural villages in the town as the research object.By drawing on the relevant research results of scholars at home and abroad,combined with relevant policies of local higher-level departments,and using methods such as data research,field interviews,and survey visits,using relevant theories such as system theory,village-level debt,and public product theory.Investigate the state-level socio-economic development of the area,Select the sampled village collective economic income,debt scale,structure,use,etc.as the main content of the study,It analyzes the background of village-level debts from a policy and economic perspective,and interviews different roles such as village cadres,villagers,creditors,and township governments in the cause of village-level debt.The author of this paper uses system theory for analysis,and horizontal comparisons lead to the following conclusions:(1)Develop and strengthen the collective economy of the village,put the collective property rights into the market,develop high standards of modern agriculture,deepen the reform of the fiscal and taxation system,and make up for the financial resources of the county and township governments;(2)Coordinating urban and rural development,continuously increasing the total supply of rural public goods,strengthening the audit of local fiscal funds,especially special funds,and introducing social capital to invest in public welfare undertakings in rural areas;(3)Strengthen village-level financial management,formulate debt write-off plans,strengthen village-level financial disclosure,and incorporate democratic supervision and democratic decision-making into financial management;(4)Respect the wishes of the peasants,reduce the burden on the grassroots rural areas,and do not blindly build high standards.Local rural commercial banks donated unsecured loans to village collectives,and financial support for village collective economic development.
