Research And System Implementation Of The Subsidy Management Of "Three Rural" In Qingliu County

"Three Rural" refers to agriculture,rural areas and farmers.In recent years,the phenomenon of national "Three Rural" subsidy funds being occupied,misappropriated and claimed falsely in the process of subsidy providing has been emerging,which has affected the implementation effect of the national agricultural policy.More over,it even can cause serious conflicts between cadres and masses,which affects social harmony and stability.Therefore,how to provide subsidies fully for qualified persons in time,and how to establish a standardized and reasonable"Three Rural" subsidy providing management mechanism becomes an urgent problem.In this paper,Qingliu County,the current "three rural" grant specific situation as the research object,to explore and analyze the "three rural" grant management mechanism.The results show that the traditional paper materials are still used to register and distribute the subsidies for agriculture,rural areas and farmers in Qingliu County,which is easy to cause registration confusion,irregular distribution,false report and lack of supervision by the masses.In order to solve the existing problems,the countermeasures proposed in this paper mainly include the integration of the existing Qingliu County "three rural" subsidy distribution data(personnel list,subsidy types,amount,etc.),the introduction of modern computer network information technology,the design of a B/S structure "three rural" subsidy distribution management system,the realization of Qingliu County "three rural" subsidy distribution management information.In addition,considering the low penetration rate of rural computers,it is not convenient for farmers to inquire about the approval of "agriculture,rural areas and farmers" subsidies.At the same time,mobile clients such as mobile phones are basically one,and SMS push function is added in the system,so that administrators can send SMS to inform farmers when approving the "three rura" subsidies,and can recommend the subsidy projects that can be declared according to the specific situation of users The most concerned new policies and regulations.Based on this,a new management mechanism has been established,which is characterized by sunshine operation,network organization,information management and diversified supervision.
