The paper takes aims at the labor market supported by new rural community,whose goal is to improve the integration of community employment information, have convenient and fast access to information and make the information service accurate. It can give guidance on how to set up an employment information management system,which takes the community as a basic unit, and makes the communities share information with each other by cooperating. Based on the web service, personalized technology and information technology, This passage is of help to develop the employment management system facing the new rural community. this system will provide convenient employment information service for the community residents, small micro enterprises and new type of rural production organization. The main contents are following:(1)This article focuses on new rural community, and takes the community as the basic unit of information service, which is based on the logical analysis of the service. It then designs two-tier service structure and establishes the two-stage network model formed by central domain and social domain. What’s more, the paper builds up the function model composed of information inquiry, information announcement, information push and information capture and so on. designing the role model of users are based on the resource type and the employment information resource catalog model. And finally it sets up the structure of employment information management system for the new rural community.(2)This article designs the employment information resources directory for new rural community and sets up the directory model on basis of the core information of employment information service(such as recruitment information and practical information) and in combination of industry classification, occupation classification, administrative division,policy classification and so on. Then the employment information data relation model is established based on the data flow and data dictionary which includes the data standardization design for five types of information such as community, enterprises,recruitment, utility and talents.(3)The paper builds up personalized service based on users’ interest model, which uses the vector space model to represent users’ interest features and recruitment information and builds up users’ interest model through the tracking of users’ behaviors. Afterwards, it introduces to recommend with the method of gradual forgetfulness for dynamic updates, and lastly calculate similar degree between the vector feature of users’ interests and the common vector feature. By trying individual employment information recommendation service, therecall ratio is up to 76.11%, the precision ratio is for 85.29%, and F-harmonic mean is for0.8. The results show that the service can offer information technology for convenient access to information, and implement personalized push of employment information.(4)The paper proposes text extraction algorithm based on adaptive threshold. That is to construct text extraction algorithm according to text extraction algorithm which is based on density of text and OSTU. By doing web page text extraction experiments among “Ministry of Human Resources and Social Security of the People’s Republic of China”, “The ministry of human resources and social security hall of Henan province” and Sina.com, the rates of using this passage are up to 90%, 96% and 64%. It turns out that the paper can provide technical support for the directional employment information acquisition and efficient access to employment information.Aiming at new rural community, the employment information management system can provide professional, precise and market segmentation employment information service for rural area through “community-employers-user” mode application system, which does good to the organization, management and sharing of rural employment information resources,can provide efficient, high quality, standardized and transparent employment service for new rural community, and also make different levels of users obtain employment information easily, improving practical operability and economy of the employment information service.What’s more, it can improve the employment rate and the chance to acquire information for the rural community residents and then increase the efficiency and value of employment information service.
