Research On Problems And Countermeasures Of Universal Postal Service In Ethnic Minority Area

The postal industry is the important public service industry in our country,it is the important transportation infrastructure in our country.For a long time,China post continuously providing universal postal service,in the economic and social development plays an important role.Postal universal service refers to the continuous postal service offered by all users in the People's Republic of China to all users in the territory of the People's Republic of China in accordance with the business scope,service standards and tariff standards stipulated by the state,and the nature belongs to public goods or public service.At present,the development of universal postal service has ushered in an important period of strategic opportunities.But at present,universal postal service has not realized equalization.In particular,due to the lagging economic development and harsh natural environment in ethnic regions,universal postal service lags far behind economically developed regions.However,due to the backwardness of natural and economic conditions in the minority areas,other express companies have not been able to carry out services in the minority areas.So there is a great demand for universal postal services in the minority areas.Therefore,the contradiction between the extensive demand for universal postal service in ethnic areas and the low level of universal postal service in ethnic areas is becoming more and more prominent.This paper focus on this,the key in ethnic areas of universal postal service construction problems and countermeasures study,designed to push the ascension of universal postal service level in national regions,to promote equal universal postal services,building covering urban and rural areas,the benefit of the universal postal service system,implementation of the citizens' rights to postal universal service,promote the national harmony.In this paper,the general service of postal services in Jianchuan county,Dali city,as an example,has carried out research on the general service of postal services in the ethnic regions.Firstly,the research background,significance,literature review,research methods and research contents are summarized.Secondly,this paper discusses the universal postal service,mainly defines its concept,elaborates its natureand characteristics,and analyses its theoretical basis.Thirdly,through the analysis of the basic status quo of general postal service in Jianchuan County,Dali Prefecture,it points out that there are some problems at this stage,such as limited by natural conditions,inadequate investment in infrastructure construction and inadequate service quality,and carries out a more in-depth analysis of the reasons.Finally,aiming at the problems and reasons of postal universal service in Jianchuan County,Dali Prefecture,and aiming at the promotion of postal universal service in minority areas,a series of pertinent measures are put forward,such as strengthening infrastructure construction,promoting joint development,strengthening supervision mechanism,and increasing compensation.Through these measures and countermeasures,it can have a positive impact on the solution of the current universal postal services,and play an important role in promoting the development of postal services in ethnic areas steadily.It also has a certain reference significance for the development of other areas.
