Research On The Problem Of Preventing From Returning To Poverty After Getting Rid Of Poverty In Ethnic Minority Areas

Poverty is a major constraint to the steady economic and social development of all countries in the world,and it is the responsibility of all countries to solve the problem of poverty.In particular,China is a developing country with a large rural population base and many ethnic groups.Poverty is a practical problem that cannot be avoided in the process of China's economic and social development.After 30 years of unremitting exploration and hard work,especially the accurate implementation of the strategy of poverty alleviation,6 years in a row over the millions poverty reduction plan,under the current standards in China's rural poor people living in poverty since2012 has greatly reduced to reduce poverty population in 2018 to 16.6 million,according to the statistical results show that the total reduction in 6 years,82.39 million people,released in 2016,the United Nations development program(undp)China to global poverty reduction contribution rate of 76%.There is no doubt that the achievements in poverty alleviation are remarkable.Now that the decisive battle against poverty is about to begin,continuing to fight and prevent poverty return is undoubtedly the top priority in poverty alleviation at this stage.Heqing County is one of China's 832 and 88 poverty-stricken counties in the whole province.It is also one of China's 14 poverty alleviation and development counties in contiguous areas with extreme poverty.It is also one of the ethnic minority counties in the border area of Yunnan.Heqing county poverty engines has achieved obvious results,is now in the continued accuracy for poverty alleviation and prevent the crucial stage of Chinese,based on the heqing the minority gathered in poor areas,comprehensive analysis of the present may be produced in the process of the ethnic minority areas out of poverty engines of Chinese risk,as well as the causes of risk,analysis after the ethnic minority areas out of poverty to prevent Chinese effective path to promote the setting up of a well-off society in an all-round way.This paper takes Heqing County as the sample for research.Under the guidanceof the theory of cyclic accumulation of causality and the theory of sustainable development,this paper conducts analysis and demonstration by combining literature analysis,case analysis and interview.Firstly,the paper briefly expounds the research background and significance,and sorts out the literature review of some domestic and foreign scholars' relevant viewpoints.Then,taking Heqing County as an example,this paper introduces the policy implementation and current work characteristics of poverty alleviation work in Heqing County,analyzes the possibility of poverty alleviation through typical cases,and then analyzes the causes of poverty alleviation risk from industrial development,education,social security and other perspectives.Finally,according to the reasons obtained from the analysis,this paper puts forward feasible Suggestions to prevent ethnic minority areas from falling out of poverty and promote the sustainable development of poor areas.
