In recent years,the national tourism investment has been growing steadily.At the same time,the consumption demand of tourists also changes with the change of social and economic development mode,from the most basic tourism needs to the deep-seated experience of the new lifestyle,from the simple tourism to health,leisure,vacation,exhibition business and other diversified complex needs.However,due to the continuous development of the city and the accumulation of population,the original ecological environment of tourist areas has gradually deteriorated.Most of the tourism industry layout only focuses on regional tourism resources,and the service content and business model are simplified,which further intensifies the contradiction with the deep experience of tourism.Therefore,integrating and optimizing the tourism industry chain,improving the efficiency of regional collaborative operation,promoting the tourism transformation of the natural landscape,cultural background,characteristic services and other resources in the region,realizing the compounding of tourism products and further improving the quality experience of tourists have become one of the key needs of urban tourism development.In order to conform to the current development trend of the transformation and upgrading of tourism industry,and to explore the realization of the synergistic integration of urban tourism and urban development,tourism complex emerged at the historic moment.From the data of recent years and examples of domestic tourism complex projects,many tourism complex construction projects have achieved good economic and social benefits,but there are also many cases of investment failure and serious losses.The construction project of tourism complex is characterized by high investment,long construction period and strong environmental dependence.Many investment institutions do not have enough knowledge of the characteristics of such projects,the ability of risk identification and evaluation of the project system and the scientific analysis and demonstration of the feasibility of the project,resulting in frequent unreasonable planning and design,uncoordinated functional layout,and irregular operation and management,resulting in huge economic and resource losses.The key to control such projects lies in the correct assessment of project risks and the strengthening of the control of uncertain factors,in order to effectively guarantee the smooth realization of project objectives.Reasonable investment in the construction of tourism complex is a complex system engineering restricted by many factors.Tourism complex project is large in scale and involves many links.Scientific project risk management capability is needed in the process of development,layout and operation.At present,in the process of the construction and development of tourism complex,irrational decision-making often occurs,and the risk control is not in place,which easily causes the loss of project value.Therefore,it is of profound practical significance to conduct theoretical and empirical research on the risk assessment of tourism complex construction projects.This paper mainly explores and studies the risk assessment model of tourism complex construction project.Considering that the risk assessment of tourism complex project is a multi-attribute decision-making problem,and the risk assessment itself has the typical characteristics of fuzziness,this paper decomposes and quantifies the risks faced by the project layer by layer through the combination of Delphi method and AHP,and establishes the index system of risk assessment of tourism complex project.Finally,the risk assessment model of tourism complex project is constructed by using the method of fuzzy comprehensive evaluation,which provides a simple and effective measure tool for the risk research of this kind of project.The construction of a reasonable tourism complex construction project risk assessment system can effectively guide investors to identify the risks that the quantitative project may face,it provides an effective reference for the investors to make the investment decision in the early stage,the construction and development in the middle stage and the operation and management in the later stage.
