Local government investment and financing companies are set up by local governments and their departments,which undertake the financing function of local government project construction and play a huge role in the financing of local infrastructure construction.However,a huge amount of government debt has been formed in this process.By the end of 2017,the total interest bearing debt of infrastructure projects of all platforms in China was about 32 trillion yuan.In some local infrastructure projects,there are some problems such as incomplete procedures,illegal financing,inadequate due diligence,partial loss of government enterprise relations,imperfect project review mechanism of platform companies,coupled with changes in infrastructure policy,land market downturn and other macro situations,etc.,which lead to huge risks behind excessive financing of local governments.YZ company,as an investment and financing company of local government,has contributed a lot to local development,especially infrastructure construction.However,the nonstandard internal management of the project has brought huge risk factors to the company.In this case,how to prevent various risk factors faced by infrastructure investment projects,improve the risk management measures of YZ company for such projects,and establish an effective wind Risk prevention and control system has become a prominent problem for YZ company.FMEA,namely failure mode and effect analysis,is an important qualitative analysis method of reliability analysis,which is used to study and identify all possible failures of products or services in the process of design,manufacturing or assembly,and to analyze and evaluate the possible impact of various failure modes on products or services in detail,as well as the frequency,severity and feasibility of each failure mode The degree of detection is evaluated.This paper introduces FMEA into the risk management of YZ company's infrastructure investment project.Through the use of FMEA,from the two aspects of risk identification and risk analysis,identify the risks in each link of the project operation process,their causes,mechanisms and consequences caused by risks,andthrough the analysis of risk severity,occurrence frequency and detectability,get the risk coefficient(risk coefficient = risk severity * occurrence frequency * detectability)of each risk item(i.e.failure mode),and the risk coefficient(risk coefficient = risk severity * occurrence frequency * detectability)of each risk item Focus on prevention and control of risk items with high risk coefficient,and then improve the project operation process of YZ company to make it more suitable for the current project investment situation of YZ company,and finally continuously reduce the risk of infrastructure investment project of YZ company,and improve the level of project risk management.This paper studies the application of FMEA in the risk management of infrastructure investment projects,which has the characteristics of clear process,strong enforceability,full participation and prevention in advance.It provides a complete set of working procedures and systematic analysis methods.It is of great theoretical and practical significance for YZ company to use theory to solve practical problems.
