Since 2016,the State Council has proposed a dual prevention and control mechanism for risk grading and hidden danger investigation to promote the advancement of production safety.This mechanism fully highlights the important position of risk management and control in safety management,and takes risks and hidden dangers as the main objectives of control and control,so that the dual prevention mechanism of "combination of prevention and control" can be effectively implemented.However,there are still two problems to be solved when the dual prevention mechanism is implemented in small and medium-sized enterprises: First,the managers' own risk identification ability is not enough to overcome the over-reliance on experts;Second,the control stage usually exists the work enthusiasm is not high and the management control effect is not good and so on.In order to improve the application effect of dual prevention mechanism in small and medium-sized enterprises,this paper mainly does the following research:1.Constructing the Trinity Hazard Factor Database1)in view of the basic information of hazard factors,the concepts of basic information of inherent hazard factors and basic information of derived hazard factors are put forward from the perspective of hazard source division.The database is mainly based on the data in the guidance manual for identification and prevention of major hazard factors in industry and trade(2016 Edition),and comes from the Trinity database of actual data and literature research data of 134 enterprises.The construction of the database avoids the disadvantages of incomplete identification from the guidance manual for enterprises involving multiple processes.2)based on the inductive integration principle of system engineering and the data division method in the manual,the "eleven major hazard factors database of industrial and trade enterprises" is constructed.To realize the innovation of identification mode of hazard factor pattern search,to achieve the self identification and self-control of enterprise safety risk,self inspection and self-control of hidden danger,to solve the identification of the source of danger,to get rid of the problem of insufficient identification ability and incomplete identification of previous personnel.2.A dynamic risk management and control system based on QR code technology is designed.1)analyze the demand of the dual prevention and control platform,and build the risk management system and the hidden danger troubleshooting and governance platform based on the QR code technology,so as to realize the dynamic supervision of risk,solve the problems of poor management and control effect,and non active supervision of managers.2)on the basis of database,this paper creates a dynamic risk management and control platform supported by database.The platform is human-oriented risk management and control,and forms the risk management and control mode of personnel responsibility.Combining the identified hazard factors with the process layout of the enterprise,a risk management and control layout is formed to show the status of risk management intuitively.Based on the database of hazard factors,this paper studies the dual prevention and control system of industry and trade enterprises,and constructs a dynamic risk management and control platform.The application results show that after being familiar with the basic data,facilities and equipment of an enterprise and the plant environment,the system can quickly analyze the hazard factors through the keyword query function,and realize the dynamic management and control of enterprise risk based on the QR code risk management and control system,and effectively improve the responsibility of risk management and control to people and process management and control in place.It realizes the comprehensive identification of hazard factors and the active control of risk in the dual prevention and control system.
