With the continuous development of economy and the accelerating pace of urbanization, a large number of villages, which is called City Village, are surrounded by urban planning area that seriously restrict the land intensive use and urban sustainable development. The renovation of City Village proves to be an effective ways for harmonious development of suburban countryside, its essence is the redistribution of the rural collective land development right.At present, there’s no a uniform pattern for the transformation. To solve the problem, it is firstly necessary to clear the essence of reconstruction. The Coase theorem indicates that property rights can be a good solution to the external economy and it can achieve the optimal allocation of resources. So the land development right is one of the effective way to solve the problem of the social wealth redistribution caused by land value increment. From the perspective of the land development right,divided the reconstruction mode of City Village and comparative analysis of the differences of different models,putting forward the solutions to the profits distribution contradictory of the land value increment during the process of City Village reconstruction.Through consulting the domestic and foreign literature about the City Village and the land development right, summing up the characteristic of the land development right in foreign country and offer a proposal based on the literature.At the same time to explore the essence of the problem on the reconstruction of City Village,Combined with cases to define differentreform mode of reconstruction of City Village.The results show that:(1) The fact of City Village problem is the social wealth redistribution caused by land value increment. To solve the city village renewal problem, It must back to basics——to re-distribution the land development rights, re-examining adscription of the land development right and the social wealth redistribution caused by land value increment.(2) City Village renewal can be defined as 4 models, “preserving power and interests”,“laying down power and yielding interests”, “yielding power and averaging interests” and “preserving power and averaging interests”.At the same time, combined with the typical cases of the reconstruction mode of City Village in the city to illustrate the characteristics of these four models(3) In order to protect the interests of peasants,the mode of preserving power and interests should be withdrawn. The mode of laying down power and yielding interests、yielding power and averaging interests、preserving power and averaging interests should be selected in accordance.
